Description & Requirements

On behalf of HM Land Registry, we are looking for a Interim HR Director - (Inside IR35) for a 6 month contract working on a Hybrid – The role can be based at any of the Land Registry’s 14 locations however travel to London (Croydon) will be required and with an expectation of 3 days per week in the office

As our new Director of HR, you will be at the forefront of creating the Land Registry of the future, ensuring that we have the right people, that we develop all colleagues in their roles, and that we create an environment in which they can thrive.


This role combines a core strategic focus on delivering an evolving organisation-wide People Strategy, centred on capacity, capability and culture across our complex multi-site business, with the day-to-day operational leadership of a range of HR disciplines. You will lead our team of c. 100 HR professionals, developing them in their strategic and delivery capabilities, and you will oversee a budget of c. £10m in support of our c. £330m business.

As a Interim HR Director - (Inside IR35) your main responsibilities will be:

  • Strategic HR Advice: Provide strategic HR support to the Chief Executive, Chief Land Registrar, HMLR Board, and senior managers.


  • People Strategy: Collaborate with senior stakeholders to deliver organisation-wide People Strategy and change programmes.


  • Talent Development: Develop resources and skills, build diverse talent, and attract new talent to the organisation.


  • Professional Management: Enable professional people management capability across the organisation.


  • Staff Engagement: Foster a culture of staff engagement and positive employee relations with trade unions.


  • Stakeholder Management: Manage senior stakeholder relationships, confidently challenge at executive level, and advise on complex personnel cases.


Essential:

  • Candidates must have previous experience of working at HR Director level


  • Leadership and Strategy: Extensive experience in leading HR functions, developing strategic and operational leadership, and delivering organisation-wide People Strategy in collaboration with senior stakeholders.


  • Change Management and Communication: Proven ability to lead people-focused change programmes, excellent communication and interpersonal skills, and impactful presence at the highest organisational levels.


  • Employee Relations and Coaching: Expertise in partnership-based employee relations, delivering professional HR services aligned with business goals, and applying coaching skills for leadership development.


Desirable:

  • CIPD level 7 qualification or Fellow of CIPD


  • Public Sector Experience


  • Experience of using Oracle Fusion
