Description & Requirements

On behalf of The Ministry of Justice, we are looking for Design and Development Specialist x 2 - (Inside IR35) for a 3-month contract working on a hybrid basis and with an expectation of flexible 3 days attendance per week in a local Probation, HMPPS or MoJ office


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


Role Overview

As part of the Learner Design and Development team, you will support evidence-based, learner-centred design, creating engaging learning experiences and digital resources. Working collaboratively within a matrix structure, you will partner with SMEs and multi-disciplinary teams to design, develop, and test learning solutions that deliver measurable outcomes.

This is a non-operational role with no line management responsibilities.


As a Design and Development Specialist x 2 - (Inside IR35) your main responsibilities will be:

  • Provide practical advice, tools, and techniques for effective learning design.
  • Design and develop accessible learning content and digital job aids (e.g., checklists, templates, videos, infographics).
  • Engage SMEs to ensure learning outcomes are met; set clear expectations for input and timelines.
  • Organise and facilitate working groups to define and test learning resources in an agile way.
  • Create facilitator guides and support pilot delivery of redesigned modules.
  • Manage timelines and milestones for learning product delivery.
  • Maintain and update the learning resource catalogue in collaboration with Learning Services.
  • Review and refresh content based on QA, audits, and continuous improvement recommendations.
  • Advocate for learner-centred design and own your professional development.


Essential

  • Recent experience of instructional design
  • Experience of accessible learning and design
  • Knowledge of Core design principles
  • Experience of creating engaging and accessible content
  • Experience of making changes to e-learning and digital learning
  • Good working knowledge of software - Articulate / Camtasia
  • Relationship management skills


Desirable

  • CIPD Level 5
