Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Demobilisation Manager - Inside IR35 for a 3 month contract (possible extension) based Hybrid working (2 days per week in any MOJ office/Hub nationwide and remaining WFH)


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


The main duties and responsibilities of the Demobilisation Manager would be to:

  • Lead the planning and delivery of Facilities Management (FM) contract demobilisation activities across a diverse and complex Prison and Probation estate, ensuring a smooth transition from incumbent to new service providers.
  • Manage the end-to-end demobilisation of Hard and Soft FM services, maintaining service continuity, operational performance, and statutory compliance throughout the contract exit period.
  • Act as the primary interface between operational property teams, incumbent suppliers, commercial, finance, digital, and programme stakeholders, ensuring effective coordination and delivery of demobilisation activities.
  • Monitor and manage supplier performance during contract exit, ensuring all contractual obligations are fulfilled in line with NEC3/NEC4 contract requirements, programme milestones, and governance standards.
  • Oversee the completion and validation of key demobilisation deliverables, including asset registers, maintenance records, statutory compliance documentation, project information, and data handover requirements.
  • Identify, assess, and manage risks, issues, and dependencies relating to contract exits, providing timely escalation, mitigation plans, and progress reporting to senior stakeholders.
  • Support the wider Property Transformation Programme by providing specialist FM contract management expertise, ensuring successful transition outcomes and minimising operational disruption across secure and regulated environments.


Essential:

  • Previous experience leading or supporting contract demobilisation, mobilisation, or major service transition activities, ensuring continuity of service and successful handover outcomes.
  • Significant experience operating within Facilities Management environments, with a strong understanding of Hard FM and Soft FM service delivery across complex, multi-site estates.
  • Proven FM operational site experience, including responsibility for maintenance, estates management, compliance, and operational service delivery within critical or regulated environments.
  • Demonstrable experience managing FM contracts, including supplier performance management, contract governance, service levels, commercial discussions, and stakeholder engagement.
  • Strong knowledge of contractual frameworks and commercial arrangements, with experience interpreting and applying NEC3 and/or NEC4 contract provisions.
  • Experience working with multiple stakeholders across operational, commercial, finance, procurement, and programme functions, with the ability to influence and build effective working relationships.
  • Strong analytical, planning, and risk management skills, with the ability to work at pace, manage competing priorities, and deliver against challenging programme deadlines with minimal supervision.
