On behalf of Homes England, we are looking for a Data Culture and Communications Lead (Inside IR35) for a remote (ad hoc basis) contract until Jan 2027, based in either Birmingham, Liverpool, Newcastle or London.
Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
Role:
The communications and engagement professional will help shape and embed a data-driven culture across the organisation. You will lead the design and delivery of communications campaigns, engagement activities, and cultural change initiatives that enable colleagues to understand, trust, and confidently use data in their day-to-day decision-making.
Working closely with Data Business Partners, Business Change teams, Capability Leads, and a range of stakeholders, you will translate complex data and technical concepts into engaging, accessible, and impactful communications that drive adoption and behavioural change.
As a Data Culture and Communications Lead, your main responsibilities will be to:
- Lead the delivery of data culture, engagement, and communications activities that support Homes England's Integrated Change Programme.
- Design and deliver engaging communications campaigns that promote the adoption of data and digital ways of working.
- Create clear, compelling messaging that translates complex data and technical concepts into accessible content for diverse audiences.
- Support organisational change by driving engagement, influencing behaviours, and embedding data-driven decision-making.
- Build strong relationships with stakeholders across business, change, capability, and technical teams to align communications and engagement activities.
- Develop high-quality communications materials, including presentations, leadership briefings, campaign content, guidance documents, and SharePoint updates.
- Manage and optimise communication channels to maximise reach, engagement, and user experience.
- Deliver presentations, workshops, and engagement sessions while supporting senior leaders in communicating key transformation messages.
- Monitor engagement and campaign effectiveness, using insights and feedback to continuously improve adoption, awareness, and behavioural change outcomes.
Essential:
- Proven experience designing and delivering impactful communications strategies and campaigns.
- Strong communication skills with the ability to create clear, engaging, audience-focused messaging.
- Experience supporting organisational change, transformation, and adoption initiatives.
- Ability to translate complex data or technical information into simple, compelling communications.
- Excellent stakeholder management and influencing skills, with experience engaging audiences at all levels.
- Experience driving culture change and employee engagement programmes.
- Strong presentation, facilitation, and content creation skills.
- Ability to manage multiple priorities and work effectively in complex organisational environments.
Desirable:
- Experience using Canva to create engaging communications materials.
- Experience managing and updating SharePoint sites and content.
- Public Sector experience, ideally within large and complex organisations.
