Description & Requirements

On behalf of The Home Office, we are looking for a Contract Manager (Inside IR35) for a 10 month contract, based hybrid (3 days per week in office) in either London or Bristol. This role requires an Active SC clearance.

Role:


To support a major Home Office programme within the Emergency Services Network (ESN) portfolio. This role will focus on the post-award management and supplier mobilisation of critical telecoms and digital contracts, ensuring successful delivery, value for money, and effective supplier performance throughout the contract lifecycle.


As a Contract Manager, your main responsibilities will be to:


  • Lead post-award contract management activities across telecoms and digital service contracts.
  • Manage supplier mobilisation activities from contract award through to operational delivery.
  • Act as the primary commercial interface between delivery teams, suppliers, legal teams and key stakeholders.
  • Take ownership of contract management activities relating to critical workstreams.
  • Ensure contracts are delivering agreed outcomes, service levels, and value for money.
  • Monitor supplier performance and manage contractual obligations, risks, issues, and dependencies.
  • Support contract change control and variation processes in accordance with governance requirements.
  • Develop and maintain strong stakeholder relationships across commercial, technical, legal, and programme teams.
  • Review technical requirements and specifications with delivery leads to ensure contractual alignment.
  • Support commercial strategy implementation and route-to-contract activities where required.
  • Drive effective supplier engagement and negotiation activities.
  • Ensure compliance with relevant public sector procurement regulations, including PCR 2015 and Procurement Act 2023 requirements, where applicable.
  • Contribute to commercial reporting, governance packs, risk management, and programme assurance activities.
  • Identify opportunities for improved supplier performance and commercial outcomes.



Essential:


  • Proven experience managing complex post-award contracts through mobilisation and delivery, including supplier performance, contract changes, and commercial governance.
  • Experience within telecoms, digital, technology, or network infrastructure environments, with the ability to work effectively with technical delivery teams.
  • Strong stakeholder and supplier management skills, with the ability to influence, negotiate, and build relationships across commercial, technical, and senior leadership teams.
  • Ability to work independently, take ownership of commercial workstreams, and deliver outcomes in complex environments.
  • Experience within the public sector and a strong focus on value for money and risk management.
  • Active SC Clearance is required.


Desirable:


  • CIPS/MCIPS qualified.
