Description & Requirements
On behalf of The Ministry of Justice, we are looking for a Commercial Manager (Inside IR35) for a 12 month hybrid contract based out of London, Leeds or any MOJ Regional Office.
The successful candidate will be expected to work in any of the above MOJ hubs, 40-60% with the remainder working from home.
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
As a Commercial Manager, your main responsibilities will be:
- Be responsible for all commercial activity to support the delivery of capital maintenance projects that fall under our scope.
- Provide commercial expertise to project risk mitigation, programme, and cost management.
- Support end users and project delivery teams identify procurement routes and develop strategy driving value into every step of your involvement
- Expedite procurement through compliant routes and processes.
- Embed a positive and inclusive team culture, supporting other team members, and sharing lessons learned.
- Develop and maintain positive working relationships with a wide range of internal and external stakeholders, including suppliers, professional services, end users and the wider commercial team.
- Providing robust, expert commercial advice to stakeholders / project managers.
- Prepare and support development of responses to claims and disputes with suppliers, providing advice to seniors, ensuring resolutions are robust and proportionate.
- Identifying, appraising, and mitigating procurement and commercial risks, reducing exposure for HMCTS to the lowest practicable level.
Essential:
- Proven relevant experience in the delivery of high volume, complex contracts. Experience in the construction, estate, infrastructure or building sectors is essential.
- Experience of using, and management of, standard forms of contract e.g., PPC2000, NEC3 / NEC4
- Management of minor works procurement and / or contract management.
- Analytical skills necessary to challenge estimates and pricing submissions.
- Experience of managing cost submissions and cost plans.
- Team player who recognises the influence suitably qualified and experienced commercial personnel can have on project outcomes.
Desirable:
- Construction market knowledge
- Member of the relevant professional body, e.g. RICS, CIPS, CIOB, CIBSE, etc.
- Relevant degree, such as in surveying, engineering, etc.
- Experience of adopting lead commercial role within multi-disciplinary delivery team
