AMS PSR

On behalf of The Ministry of Justice, we are looking for an SEO Commercial Manager Inside IR35 for a 6 month contract contract based Hybrid working (2 days per week in MOJ Office/Hub and remaining WFH)

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public. 

About the role:

Ensuring the department efficiently and effectively procures goods and services, adhering to public procurement regulations and delivering value for money. This involves managing the entire procurement lifecycle, from initial planning and sourcing to contract and supplier management. 

The main duties and responsibilities of the SEO Commercial Manager would be:

• Strategic Planning and Sourcing: Developing and implementing procurement strategies, conducting market research, and identifying suitable suppliers. 
• Tendering and Contract Management: Managing the tendering process, evaluating bids, and negotiating contracts, ensuring compliance with regulations. 
• Supplier Relationship Management: Building and maintaining relationships with key suppliers, driving performance, and managing risks.
• Value for Money: Ensuring procurements deliver the best value for money for the department, considering cost, quality, and other relevant factors. 
• Compliance and Risk Management: Ensuring all procurement activities comply with relevant regulations and policies, and mitigating potential risks. 
• Stakeholder Management: Collaborating with various stakeholders within the MoJ and external suppliers to understand requirements and ensure effective procurement. 
• Team Leadership and Mentorship: Potentially leading and mentoring junior members of the team, providing guidance and support. 

Essential: 

• A proven track record working on complex Tech/Digital/IT procurements
• A good understanding of the Tech and Digital space
• An understanding of Public Sector Procurement and relevant regulations
• Relevant IT contract, sourcing and/or commercial management experience
• A solid understanding of procurement and/or contract management processes  
• The ability to successfully influence senior internal and external stakeholders 
• Excellent communication skills 
• Lifecycle experience; pre-contract strategy, managing procurement, post-contract experience (if possible) 
• Good working knowledge and experience of Procurement systems 
• MCIPS or equivalent (desirable)
