Description & Requirements
On behalf of Homes England, we are looking for X2 Change Leads (Inside IR35) for a contract until the end of March 2026. This is a remote working role (flexibility required for travel on an ad hoc basis - London and/or Birmingham).

As a Change Lead, your main responsibilities will be:
- Ensuring the successful delivery and adoption of transformational change across the Agency by leading the planning, implementation, and realisation of business change and benefits.
- Driving measurable value from change initiatives by embedding benefits management practices that link programme delivery to tangible business outcomes.
- This is a key change leadership role where you will work across complex, high-value programmes to ensure people, processes, and systems are prepared for change and that the intended benefits are clearly defined, tracked, and realised.
- You will act as the bridge between programme delivery and the business, ensuring change is adopted sustainably and delivers lasting impact.
- As part of the wider Enterprise Portfolio and Change community, you will champion best practice in benefits realisation and business change management, contributing positively to the Agency’s mission, values, and behaviour
Essential:
- Significant demonstrable experience leading business change in a large, complex organisation (public sector experience preferred).
- Prosci/Adkar qualified
- Proven expertise in benefits management across the full lifecycle: identification, baselining, target setting, measurement, and realisation.
- Experience of designing and maintaining benefits frameworks, dashboards and governance for major transformation programmes.
- Strong stakeholder engagement and influencing skills, with experience of working with senior leaders and holding business areas to account.
- Strong analytical and numeracy skills with experience of simple financial modelling and presenting quantified business outcomes.
- Practical experience of readiness assessments, adoption planning, communications and training to embed change into BAU.
- Excellent written and verbal communication skills; proven ability to produce clear business case and reporting material.
- Ability to manage competing priorities, work autonomously and provide pragmatic judgement in complex delivery settings.
