On behalf of the MOD, we are looking for a Business Change Lead (Inside IR35) for a 3 Month (until 31st March 2026) contract based in London or Bristol (3 days per week on site).

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Short Summary
This interim role is central to the Defence Supply Chain Capability Programme’s ambition to enhance early market engagement and integrate industry expertise early into MOD’s force design and capability development cycle, with a particular focus on industry relationships and standards implementation.
The successful candidate will support the establishment of a Market Engagement Coordinating Authority (CA) within the National Armaments Director Group (NADG), ensuring MOD requirements are informed by market insights and fostering closer collaboration with industry. The role will conclude in April 2025, delivering key milestones to embed the CA into MOD structures and processes.
Job Description
The Integration & Problem Statement Lead will play a pivotal role in embedding the CA into MOD structures and processes, ensuring alignment with Defence Reform objectives. The role involves working closely with consultants in a bridging capacity, MOD teams, and industry stakeholders to operationalise the CA, support problem statement casework, and support governance and decision-making processes.
Responsibilities
The focus should be on delivering key outputs and ensuring a smooth handover by April 2025. For example:
- Collaboration with Industry: Work closely with the Industry Collaboration Lead to establish strong industry relationships and ensure alignment with MOD’s strategic goals, with a focus on delivering tangible outcomes by April 2025.
- Integration Support: Ensure the CA design is aligned with MOD governance and processes, with a focus on transitioning (to be agreed) consultant-led outputs into MOD ownership by the end of the interim period.
- Internal Relationship Management: Build and develop strong relationships with MOD stakeholders, ensuring their input is reflected in the CA’s design and implementation, with a clear handover plan for ongoing engagement. Aligning with new NAD structures and defence reform.
- Problem Statement Casework: Support problem statements for industry collaboration and identify pilot opportunities, ensuring processes are refined and documented for continuity post-April 2025.
- Governance and Approvals: Prepare briefing materials and ensure governance processes are established and operational by the end of the role.
- Operational Support: Develop and document operational processes for the CA building on the Operating Model design, including resource planning and workload estimates, to ensure a seamless transition.
Essential Criteria
To be successful in this role, you must demonstrate:
- Strong relationship management and stakeholder engagement skills.
- Experience working within MOD structures and a good understanding of Defence Reform.
- Ability to critically assess and challenge consultant outputs constructively.
- Strong organisational skills, with the ability to manage competing priorities and deliver to tight deadlines.
- Experience in casework management and problem-solving.
- Familiarity with industry collaboration and supply chain integration (desirable).
Travel will be required between London and Bristol on a frequent basis, with occasional travel to other UK locations to support industry events and conferences where appropriate.
