On behalf of DESNZ, we are looking for a Business Case Lead (Inside IR35) for a four month contract. This is a hybrid working role (available for travel on and as and when basis - any DESNZ hub).
The Department for Energy Security and Net Zero (DESNZ) is focused on the energy portfolio from the former Department for Business, Energy and Industrial Strategy (BEIS).

Job Purpose:
The Warm Homes Plan (WHP) will set out an ambitious programme for carbon reduction and tacking fuel poverty, doubling existing planned government investment to upgrade five million homes and cut bills for families over the next parliament. The Project Seahorse team has been established to help realise this plan, with a focus on accelerating delivery, and is at an exciting phase of exploring policy options.
The business case lead will be responsible for owning, building and maintaining the business cases for the project.
As a Business Case Lead, your main responsibilities will be to:
- Own, lead, and maintain the development of business cases in line with HM Treasury Green Book and Five Case Model, ensuring compliance with all relevant departmental and government standards.
- Ensure business cases are strategically aligned with organisational goals, policy objectives, and wider government priorities, drawing on insights and lessons learned from similar projects.
- Present business cases to senior stakeholders and governance boards, clearly articulating risks, assumptions, dependencies, and mitigations.
- Support and participate in formal assurance processes, such as Gateway Reviews, to secure approvals and maintain robust project governance.
- Collaborate with a wide range of internal and external stakeholders to gather evidence, secure buy-in, and align on intended benefits and outcomes.
- Negotiate and influence to ensure business case recommendations are understood and supported.
- Define, quantify, and negotiate benefits with stakeholders, ensuring they are measurable, realistic, and aligned with strategic goals.
- Develop and implement plans for tracking and realising benefits throughout the project lifecycle.
Essential:
- Extensive Business Case Lead experience
- Public sector experience
- Hold at least one of the following and valid qualifications: Managing Successful Programmes Practitioner; PRINCE2 Practitioner; Managing Successful Programmes Advanced Practitioner; P3O Practitioner; APM Chartered Project Professional; Project Leadership Programme; APM Project Management Qualification; Leading and Managing Project Workstreams, Better Business Cases
