Description & Requirements

On behalf of DHSC (Department of Health and Social Care), we are looking for a Benefits and Analysis Lead (Inside IR35) for a contract that runs till March 2027 based hybrid (3 days a week in office) in either London or Leeds.


You will be a highly numerate and commercially aware analyst who understands how analytical insights drive investment decisions. You will be comfortable working with economic models, benefits frameworks and complex datasets, while confidently presenting findings to senior stakeholders across both technical and non-technical teams.


As a Benefits and Analysis Lead, your main responsibilities will be:


  • Leading the development and implementation of the programme's Benefits Management and Evaluation Framework.
  • Establishing and maintaining effective approaches to benefits measurement, tracking and realisation.
  • Developing and managing benefits profiles, benefits registers and benefits realisation plans.
  • Maintaining, enhancing and updating economic and financial models to support programme decision-making.
  • Supporting the refinement and improvement of business cases and economic cases based on stakeholder feedback.
  • Conducting economic appraisal and modelling activities to inform programme delivery and investment decisions.
  • Identifying, quantifying, valuing and prioritising programme benefits, while assessing associated disbenefits and risks.
  • Collaborating with stakeholders to identify appropriate data sources and analytical approaches.
  • Analysing quantitative and qualitative data to provide evidence-based insights and recommendations.
  • Producing dashboards, reports and analytical products that effectively communicate findings to both technical and non-technical audiences.
  • Supporting Treasury and governance submissions through robust analytical evidence and modelling.
  • Providing expert analytical advice on ad hoc programme and stakeholder queries.


Essential:


  • Strong analytical background with experience in benefits management, economic analysis, investment appraisal or business case development.
  • Experience developing, maintaining and enhancing economic and financial models.
  • Practical understanding of public sector investment processes and how analytical evidence informs funding decisions.
  • Experience conducting economic appraisals and modelling to support policy or programme delivery.
  • Working knowledge of HM Treasury Green Book principles and their application in programme environments.
  • Ability to analyse complex and incomplete data and translate findings into clear, actionable recommendations.
  • Strong stakeholder management skills with the ability to engage and influence both analytical and non-analytical audiences.
  • Experience developing benefits tracking, measurement and evaluation approaches.
  • Public sector experience.
  • Degree in a numerate discipline (minimum 2:1 preferred) or equivalent relevant experience (QBE considered).


Desirable:


  • Experience supporting Treasury approvals and business case submissions.
  • Knowledge of benefits realisation methodologies and best practice frameworks.
  • Experience creating analytical dashboards and management information products.
  • Power BI experience for reporting, data visualisation and performance tracking.
