On behalf of Defra, we are currently creating a pipeline for an upcoming opportunity for a Senior Reporting Officer (Inside IR35) for a 12 month hybrid contract based from one of their hubs in either Newcastle, York, Bristol or London.


The successful candidate must be comfortable with some travel into London as and when required.

As a Senior Reporting Officer, your main responsibilities will be:


  • Lead Defra’s transformation under the Synergy Programme
  • Oversee programme delivery, governance, and alignment with government strategy
  • Drive stakeholder engagement across Defra and its ALBs
  • Manage finances, resources, and benefit realisation
  • Ensure robust risk, reporting, and decision-making processes.
  • Champion business change and shared services implementation
  • Represent Defra’s interests within the Synergy Cluster
  • Promote sustainability and data-driven decision making


Essential:


  • Experience of leading Transformation Programmes, developing a clear vision and setting standards.
  • Evidence of understanding the role of change management and culture plays in major transformation programmes and the importance for benefit realisation.
  • Experience of implementing change within functional areas (e.g Finance or HR) with an impact on technology or implementing ERP technologies
  • Experience of successfully working with a broad range of senior stakeholders and external partners, demonstrating the communications skills, impact and gravitas to effectively challenge assumptions and influence direction in a complex environment.
  • Able to build consensus across a large and diverse group of stakeholders.
  • Strong people leadership skills, with a track record of developing, leading and motivating large teams and driving a diverse and inclusive working culture
  • The ability to work with ambiguity, to manage conflict resolution and be personally resilient.


Desirable:


  • In-depth experience of segmentation and management of multiple stakeholder groups appropriately in complex environments.
  • Managing programme budgets, ensuring that accurate plans and financial models for future phases are developed and agreed and forecast actual costs against them.
  • Commercially minded, with sound business acumen and a strong focus on performance, value for money and financial management of major project budgets
  • Ability to drive performance improvement in a contractual environment.
