On behalf of The Ministry of Justice, we are looking for a Oracle Design Lead (Inside IR35) for a contract which is 12 months possible extension and is a hybrid role so does require up to 3 days a week in the London office

Synergy supports the Justice Transformation Plan by aligning common design, digital capability and business change to departmental priorities, ensuring MoJ and ALBs are ready to deliver improved justice outcomes.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

As a Oracle Design Lead, your main responsibilities will be:

• Coordinate and lead MoJ’s functional design inputs across HR, Finance and Commercial.
• Accountable for shaping, validating and owning MoJ functional design positions submitted into Core Synergy, including convergence, divergence and retained capability decisions.
• Ensure functional requirements are clearly captured, traceable to business outcomes, validated, and integrated into Core Synergy delivery.
• Manage an MoJ design authority across the programme pillars (Technology, Services, User Adoption and readiness) to ensuring end to end coherence across operating model layers.
• Bring a programme-wide perspective to the functional landscape, ensuring activity aligns with scope, milestones, future state operating models and strategic objectives.
• Identify and escalate risks, gaps, issues and opportunities across functional areas, including impacts on service delivery, policy intent, data ownership and business readiness.
• Serve as the primary conduit between MoJ functional teams and the Core Synergy programme, representing MoJ’s design intent and challenging proposals where required.
• Manage the flow of information, ensuring timely and accurate updates across both sides, including design decisions, dependencies and assurance feedback.
• Maintain integrated functional plans, tracking progress against critical path milestones from design through to readiness and transition into service.
• Play a visible leadership role across MoJ, supporting planning, communications, stakeholder engagement and governance.
• Champion strong delivery discipline, collaborative working, and best-practice behaviours across the functional space.
• Support the effective performance of managed service suppliers involved in functional delivery.

Essential Skills

• Strong understanding of functional design and process integration in an ERP or large-scale transformation context.
• Demonstrated experience delivering complex projects within a multi-stakeholder, multi-supplier environment.
• Excellent communication and stakeholder management skills, with the ability to work confidently across organisational boundaries.
• Robust planning, RAID management, governance and assurance capability.
• Ability to provide clear leadership, structure and direction in a fastpaced and evolving programme.
• Experience of Oracle as a database package within a busy team and department
