Description & Requirements

On behalf of The Home Office - Disclosure Barring Service, we are looking for a Programme Manager (Inside IR35) for a 4-month contract. This is a hybrid working role (travel to Liverpool or Darlington on an ad-hoc basis).

Job Purpose:


A fundamental part of the DBS strategy is to ensure our technology is modern, stable and represents value for money, supported by a disaggregated operating model which will underpin any procurement activity we undertake. 


The contract with our existing Application Management Services (AMS) has been extended to March 2027 alongside the 2 hosting contracts with Vodafone and DXC. This is in support of delivery of our Strategic Objectives and transforms the DBS estate to deliver our target architecture. 


SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a Programme Manager, your main responsibilities will be:


  • To ensure this happens, a full technology roadmap (programme of works) has been created to ensure successful delivery of projects in the legacy estate keeping DBS’s core business systems, R0 and R1 performant and projects in the Future Technology Estate such as the integration platform delivering functionality for DBS’s Legacy Technology Estate Replacement (LTER) programme to consume. A full reporting and MI function has been created in support of the ongoing activity. 
  • There is a requirement for a Programme Director to continue to deliver this work. It is essential that the Programme Manager pulls together a full plan for the entirety of the activities required to manage and update the DBS tech estate to realise the move towards the destination architecture. In addition, a full decommissioning plan demonstrating how we move away from R0 and R1 is required. 
  • The Programme Manager will be required to understand the complexities of the DBS technology and commercial estate and understand the DBS, Home Office and Cabinet Office governance to navigate the relevant documentation through for approval where required.



Essential:


  • Experience managing  digital projects, Oracle based projects, next generation technologies, Software as a Service programme management 
  • Excellent supplier relationship management skills 
  • Good understanding of technology systems used in a complex environment largely supplier-led and commercial estate.
  • Experience and ability to build effective working relationships and work collaboratively with a wide range of stakeholders.
  • Excellent written and oral presentation skills with ability to present complex data in a clear and comprehensible way.
  • Able to deliver and lead others to prioritise work, budgets and resources, working within a fast paced environment providing a creative approach to problem solving.
