Description & Requirements

On behalf of HSE, we are looking for a Senior Portfolio Analyst (Inside IR35) until end of March 2026. This is a hybrid working role (one day per week office based - Liverpool/Basingstoke/Birmingham/Leeds or Nottingham).

Job Purpose:


As a Senior PMO Analyst you will play an important role in defining, building and

monitoring our ambitious roadmap of digital and business transformation, focusing on operational and regulatory effectiveness and efficiency whilst improving overall

portfolio outcomes.


You will be responsible for working with a variety of operational delivery specialisms across a sub section of the portfolio to improve project and programme delivery compliance, you will define and embed the standards for delivery and assurance management, ensuring all aspects of delivery compliance are governed and assured to support HSE in delivering our ambitions transformation agenda.



As a Senior PMO Analyst, your main responsibilities will be to:


  • Lead assurance activities (e.g. health checks, deep dives, gateway reviews) to ensure effective risk, scope, plan, and financial management aligned with PMO standards.
  • Collaborate with business areas to identify and prioritise new projects using portfolio management and multi criteria analysis.
  • Monitor and escalate portfolio-level risks and issues as needed.
  • Maintain Finance, RAID, and Planning trackers; produce high quality tailored reports for diverse stakeholders.
  • Support the Planning Manager with the development of delivery tracking and dependency monitoring mechanisms across the portfolio.
  • Coordinate project/programme reporting and analyse performance data.


Essential:


  • Experience in providing assurance across the full project/programme lifecycle, ensuring standards are met and scope, risks, issues, plans, benefits, and objectives are clearly defined and agreed.
  • Experience in risk and issue management, with a focus on implementing mitigations, managing dependencies, and resolving programme conflicts to maintain standards and outputs.
  • Experience in leading change initiatives that deliver service and performance improvements, efficiencies, and enhanced user experiences.
  • Proficient in project and programme planning, including use of MS Project and data analysis to produce effective reports for senior management.
  • Experience in financial management across projects and portfolios, including delivering financial management information (MI) to senior stakeholders.
  • A relevant Project / Portfolio Management qualification (Prince2, MSP, MOP, Agile etc.)
