On behalf of the MOD, we are looking for a Procurement Advisor Inside IR35 for a 6 month contract working on a Hybrid basis (3/4 days per week in Flintshire office and remaining WFH)

Role purpose:
In this role you will be involved with the new Procurement Act 2023 on a variety of Ministry of Defence contracts and have the drive to deliver within a heavily regulated and safety critical environment to support our armed forces. You will be responsible for pre-sourcing, sourcing, and contract management for goods and services.
Main duties are to conduct competitive and sole source procurement and contract management, of contracts with varying levels of complexity up to £20M. The Managed Services team undertakes the role of DE&S Delivery Teams focused largely on the “in-service” and “disposal” phases of the CADMID cycle.
Working within a project team providing commercial support including:
- Early Market Engagement
- Running Competitive Tenders
- Running Single Source procurement
- Contract Award
- Contract Management
- Ensure all contracts adhere to procurement regulations as appropriate (PCR 2016/DSPCR 2015/PA23)
The main duties and responsibilities of the Procurement Advisor would be to:
- Determine the appropriate commercial actions for requirements, including supply market analysis, draft strategy plans, contract management plans and facilitate key aspects of the delivery.
- Ensure all contracts adhere to procurement regulations and Government policy.
- Lead and/or assist in identification and collation of supplier data for DE&S / SDA strategic and critical suppliers to inform supplier deep dives, supplier strategies and roadmaps.
- Draft Pre-Qualification Questionnaires (PQQ), Invitation To Tender (ITT) and contract documentation in accordance with MOD policy and legislation.
- Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £2.5M in accordance with set guidelines and conditions outlined in the individual’s delegation letter and the MOD policy.
- Communicate in a timely manner with a range of internal and external stakeholders including suppliers and Subject Matter Experts.
- Contribute to wider Commercial functional and DE&S / SDA initiatives as required.
Essential:
- Experience of the procurement of goods or services in any role
- Understanding of public procurement regulations PCR2015 and PA2023
- Proficient in MS Office applications including Word and Excel
- Strong communication skills
- Strong stakeholder management skills
- Public Sector experience of tendering and contract management
