On behalf of the Met Office, we are looking for a Procurement Manager - Inside IR35 for a 6 month contract (possible extension) working Remotely.
Role Purpose
To manage commercial activities and provide professional commercial advice to ensure all engagements — including contracts, partnerships, and grant programmes — are legally, ethically, and commercially compliant. This role leads end to end procurement activity, applies commercial assurance frameworks, and supports strong internal and external stakeholder relationships.
PLEASE NOTE:
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
The main duties and responsibilities of the Procurement Manager would be to:
- Lead end to end procurement activity, including market engagement, market shaping, developing bid documentation, evaluating tenders, and negotiating terms and conditions.
- Partner with internal stakeholders to identify present and future commercial needs, ensuring alignment across teams and wider cross government activity.
- Assess and manage commercial risks, applying appropriate mitigation techniques to ensure compliant and resilient procurement outcomes.
- Utilise e sourcing and e tendering tools and other digital systems required to support the full commercial lifecycle.
- Apply supplier management principles, managing and evaluating strategic and non strategic supplier relationships to ensure successful delivery.
- Ensure adherence to Commercial Assurance frameworks, including CAG, CMAF, SSRM, ISO standards and relevant grant standards.
- Engage contract management functions early, ensuring clear understanding of post award requirements and facilitating smooth contract handover.
- Support and mentor team members, helping develop commercial capability, confidence, and best practice within the team.
Essential:
- MCIPS qualified or working towards full professional accreditation.
- Strategic thinker with the ability to understand external influences, barriers, and long term commercial implications.
- Strong communication skills, adapting style to suit varied internal and external audiences.
- Proven ability to build and maintain strong stakeholder relationships, influencing direction and supporting business needs.
- Public sector procurement experience, including use of government frameworks and IT procurement exposure.
- Understanding of commercial models, using data and early market engagement to inform procurement strategy and decision making.
- Knowledge of compliance requirements, including ISO standards, OneVision, Commercial Functional Standards (008), and Grant Standards (015).
- Resilience and problem solving capability, able to manage setbacks collaboratively and drive compliance across teams.
