Description & Requirements

On behalf of the Met Office, we are looking for a Programme Manager (Inside IR35) for a 12 month contract. This is a hybrid working role (three days per week office based - Exeter).


Job Purpose:


We’re looking for an exceptional Programme Manager to help us make a difference through the delivery of a transformed organisation to underpin delivery of the Met Office Strategy.


This role will manage the Met Office's Simplification Programme, a key part of the Met office’s future toolkit, delivers innovation and agility to underpin delivery of the Met Office’s new strategy. Aligned to the Domains and Capability Model, this Programme is focused on making the Met Office simpler, clarifying how decisions are made, streamlining governance, and reducing duplication and overlap in activities, leading to: faster, better decisions; quicker response to customer needs; and increase the Met Office’s ability to innovate in a rapidly changing world.


SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 



As a Programme Manager, your main responsibilities will be:


  • Business case - Development and clearance of the business case with project leads and SMEs. This involves considerable engagement with the Programme SRO. Business Leads and Technology.
  • Communications & Stakeholder Management – Identify, build trust and manage stakeholder relationships and highlight need for senior level support.
  • Resource Management – Works with Programme Board and other relevant stakeholders to facilitate an agreed resource plan and direct planning scheduling for high value/risk and large-scale programmes. Provide appropriate direction and guidance to ensure efficient use of resources.
  • Guidance - Provide direction and guidance on development to the team and more broadly across departmental profession.
  • Risk Management - Oversee risk and issue management. Ensures mitigations are in place and resolved through negotiated agreement
  • Benefits Realisation - Ensure that programme activity is effectively planned and designed to deliver customer benefits and meet defined programme requirements.


Essential:


  • An experienced Programme Manager with a proven track record of successfully delivering complex organisational transformation programmes with significant business change. The relevant certifications are either: Managing Successful Programmes (MSP) - Practitioner, APM Chartered Project Professional, or Project Leadership Programme. (Experts by Nature).
  • Proven ability to develop, refine, and implement the target/chosen organisational blueprint and their underpinning philosophies into operations ensuring that activities are planned and completed to enable the business to implement the change and realise the benefits.
  • Experience of delivering programmes with a degree of complexity. Complexity is generally characterised by the degree of risk or uncertainty, size, politically sensitivity, technically complexity, and number of stakeholders.
  • Ability to communicate the goals and benefits of the programme and work with multi-disciplinary teams to deliver agreed programme outcomes. Able to draw upon experience to resolve a wide range of issues with differing levels of complexity.
  • Proven ability to influence both internal and external stakeholders who are typically part of existing contractual and reporting arrangements, as well as multi-disciplinary team, working to ensure engagement and delivery of results.
  • Demonstrate we are better together by having the ability to build and maintain relationships, demonstrate the professional credibility required to work collaboratively across Programme and organisational boundaries. Has experience working with strategic supplier partners. Clear, confident compelling communicator (oral, verbal, written, listening and presentation) is essential.
