On behalf of FCDO, we are looking for a Supplier Management Development Lead (Inside IR35) for a 6 month contract based Hybrid working (2 days per week in East Kilbride, Glasgow office and remaining WFH)

About the role:
Rosa is a central Government IT system that uses latest technologies to enable collaborative working up to SECRET in a secure environment. Rosa provides fixed and mobile SECRET collaboration tools and communications in 166 countries across the globe, allowing users to create and share data securely. This ground breaking work is protecting our national security whilst enabling users to work in far better ways than any previous solutions have allowed.
The Rosa Management Office is responsible for key corporate functions within the Rosa team including the commercial operations for contract and supplier management. It is essential we continue to develop strategic relationships with our critical suppliers and ensure effective partnerships for delivery.
You will use your knowledge and experience to develop our Strategic Relationship Management process, enhancing relationships systems for an effective operations. In addition you will bring industry knowledge to our contract management, continually assessing the quality of service and delivery, to ensure effective, value for money delivery from the supply chain.
Working across our commercial and stakeholder teams you will help in the development of new requirements to ensure that our procurement team can effectively buy within a specialist IT security sector.

The main duties and responsibilities of the Supplier Management Development Lead would be to:
- Develop and enhance contract management activities, monitoring performance and adherence to KPI's.
- Negotiate contract change, balancing risk and opportunity to ensure continuous delivery of value for money
- Develop and operate the Strategic Relationship Management programme for key suppliers.
- Lead commercial functional support on all contract management matters, including risk, performance, assurance and reporting.
- Develop strong relationships with stakeholders and suppliers, maximising opportunities to collaborate, deliver efficiencies and improve capability.
- Demonstrate expert knowledge in complex commercial relationship management and contracting processes.
- Develop and manage commercial requirements from operational colleagues, proactively working across the organisation to ensure future needs are understood and documented.
- Manage the requirements pipeline to ensure suitable competitive activities are delivered in time to meet operational schedules.
- Lead the operation and management of Strategic Supplier Review meetings, ensuring that performance and relationship issues are identified, addressed and resolved.
- Manage the commercial team to ensure all commercial documentation is retained, stored and utilised effectively to manage the future pipeline of activities.
- Lead on the development of commercial analysis and metric reporting.
- Enhance process management and tooling across contract and supplier management activities.
Essential:
- Significant experience of successful contract and supplier management, demonstrating improved value, operational effectiveness and reduced risk, identifying opportunities to deliver against your organisation’s priorities
- Senior commercial and procurement experience
- Extensive experience and understanding of regulated procurement, including the Public Contracts Regulations 2015 and the Procurement Act 2023.
- Effectively builds & maintains a range of colleague, internal and external stakeholder relationships, working collaboratively, providing clear advice & support with a track record of influencing at executive and senior levels
- Able to navigate internal operations at all levels. Understand, manage and balance competing priorities.
- Experience within Government and IT sector is preferable, ideally with experience of operating within secure service delivery.
- Excellent communication skills.
Professional Qualifications
- Recognised commercial qualification would be desirable, MCIPS, ICM, etc
