Description & Requirements

On behalf of The Home Office, we are looking for a IT Commercial Manager Inside IR35 for a 12 month contract working on a Hybrid basis (Remote with occasional ad hoc travel for key meetings in Croydon)

About the role:

The border is vital for the UK’s security, prosperity and global reputation; it is the gateway for a Global Britain. As well as enabling travel and trade in support of our economic recovery, the border is a unique intervention point to prevent terrorists, criminals and illicit goods from reaching our streets and to prevent illegal migration.


The role sits within the Digital and Technology Commercial team and requires a driven and dynamic individual operating in a fast-paced high-profile environment.


The successful candidate will act as the Commercial Lead working closely with the Commercial Specialist/Business Partner.


The successful applicant will join a small but high-performing, expert Commercial Team providing leadership, guidance, and constructive challenge to expert technical subject matter expert business professionals. The business environment in which the post-holder will operate is demanding yet rewarding, challenging, and exciting.


PLEASE NOTE:

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance


The main duties and responsibilities of the IT Commercial Manager would be to:

  • Deliver value and manage performance and risk over the full procurement lifecycle, underpinned by working both proactively and in response to specific challenges/issues as these emerge, but always managing the stakeholders’ expectations effectively and sensitively.
  • Provide commercial leadership to a committed, delivery-focused stakeholder community, but at the same time benefit from the opportunities to influence stakeholders’ understanding, which in turn will offer opportunities to enhance their professional development and career aspirations.
  • Understanding the stakeholder needs, leading, managing the planning and executing various procurement activities to deliver the requirements that drive value for money, is compliant with procurement law and which demonstrates best commercial practice.
  • Work with project staff to put Commercial arrangements in place in line with best practice, that provide value for money, whilst supporting successful delivery.
  • Ensure all Commercial vehicles comply with Procurement policy and legislation.
  • Report progress and prepare updates, including any value for money savings achieved to the wider Commercial community.
  • Experience working in a multi Supplier environment and delivering end to end solutions.
  • Experience of building and maintaining effective relationships with business communities, stakeholders and Suppliers.
  • Negotiating with IT Suppliers and analysing IT cost models.


Essential:

  • Procurement and commercial experience in a complex and policy-led environment, across the end-to-end lifecycle.
  • Experience of managing contracts with complex commercial structures to ensure value for money is achieved. Demonstrating strategic thinking, flexibility, risk management and resilience.
  • Demonstratable skills and/or experience in developing business cases/plans, commercial strategies, presenting commercial options to business stakeholders and presenting commercial cases with robust and well-thought-out reasoning and justification for approval at programme and delivery boards.
  • Experience of building and influencing strong, productive relationships at all levels and with a variety of stakeholders with different backgrounds, perspectives, and motivations, in a highly complex, dynamic, and commercially focused environment.
  • Experience of delivering a high-quality commercial service across the full commercial lifecycle including knowledge and understanding of commercial policies, their practical application, and the ability to implement the latest commercial methodologies.
  • MCIPS qualification or equivalent
