On behalf of the MOD, we are looking for a Finance Manager - Enterprise Agreement Lead (Inside IR35) for a 6 Months contract based 2-3 days a week in Corsham.

Finance lead for any New and Renewals of the Digital Software Enterprise Licence Agreements
As a Finance Manager - Enterprise Agreement Lead your main responsibilities will be:
- Acting as finance business partner ensuring broad knowledge and understanding of the live and new ELAs.
- Supporting the generation of ELA BCs and RNs and subsequent approval including development of the cost model.
- Generation of pan-MoD financial position including verification of existing contracts, committed and approved spend.
- Advise on how the Enterprise Licence Agreements should be managed in the context of financial systems, accounting standards, and recharging.
- Financial Support for setting up ELAs on CP&F.
- Monthly review of the ELA with key stakeholders (Commercial and Asset Management Team) to identify issues, risks and opportunities.
- To reconcile the ELA workbook each month ensuring draw down from the contract is fully reconciled with the finance system, and there is a clear understanding of expected draw down to the end of the contract.
- Financial benefits tracked through the ELA workbook and reported through the efficiency team.
- Work with commercial and asset management team to ensure that milestones are paid promptly.
- Continually review mechanism by which ELAs are managed, tracked, and cost recovery, and to make recommendations of improvements as appropriate.
- TM1 is update with the latest financial position monthly including monthly commitments and variance explanations.
- Ensuring in-year returns including but not limited to the MVAF, TLRFP and Financial Commitments returned are completed in line with agreed timelines.
Essential:
- Qualified or part Qualified Accountant
- Background in Financial Management or Similar relevant experience
- Forecasting and budgeting skills
- Good at explaining complex information
- Improvement of processes
- Cost Modelling Experience
- Supplier engagement
- Strong Excel skills
- Strong Stakeholder Management and Collaboration skills
- Willing and Eligible to be SC cleared
Desirable:
- Power BI
- MOD experience
