Description & Requirements

On behalf of the MOD, we are looking for a Cost Modeller (Inside IR35) for a 11 Month (possible extension) contract based in Corsham a Minimum of 1 day per month for key meeting or as required for business needs.

The Cost Modeller will play a key role within the SKYNET/SATCOM Finance Team, supporting the development, validation and assurance of financial models across a portfolio of complex defence and satellite communication programmes.

The role involves delivering high‑quality cost modelling, approval planning support, financial analysis and decision‑support insights to ensure robust programme governance and value for money.


As a Cost Modeller, your main responsibilities will be


  • Support approval planning activities to ensure financial artefacts align with programme governance timelines.
  • Carry out verification and validation (V&V) checks on cost models, datasets, assumptions and financial inputs.
  • Develop, maintain and refine feeder models to support cost estimates, investment decisions and business case preparation.
  • Provide modelling and analytical support to SPC, including scenario modelling and sensitivity analysis.
  • Identify efficiencies, cost‑saving opportunities and areas for financial optimisation across programmes.
  • Assist with asset and inventory analysis, including lifecycle costing, depreciation modelling and utilisation assessment.
  • Support contract closure by performing cost reconciliation, reviewing contractor financial submissions and validating final claims.
  • Analyse financial commitments, risks and cost drivers to ensure accuracy and compliance with governance requirements.
  • Work collaboratively with finance, commercial, engineering and assurance teams to ensure consistent, accurate cost modelling.
  • Present cost modelling outputs and financial insights clearly to senior stakeholders.
  • Review supplier and internal team cost submissions, challenging inconsistencies and identifying risks.
  • Contribute to programme funding submissions and approvals documentation to support financial decision‑making.


Essential:


  • Active SC Clearance (Sole British National)
  • Qualified accountant (ACCA/CIMA/ICAEW) with strong financial analysis, cost modelling and governance experience.
  • Knowledge of MOD In‑Year Management (IYM) processes, including in‑year forecasting, variance analysis and budget monitoring.
  • Understanding of MOD Activity‑Based Costing (ABC) methodologies, cost driver analysis and value‑for‑money assessment.
  • Familiarity with MOD approval routes and requirements, including business case stages, assurance expectations and governance frameworks.


Desirable:


  • Experience of MOD inventory accounting.
