Description & Requirements

On behalf of Companies House, we are looking for a Workforce Planning Manager (Inside IR35) for a 6 month contract based Cardiff (1 day per week)

As a Workforce Planning Manager, your main responsibilities will be: 

  • Lead the Workforce Planning Steering Group (or equivalent senior governance body) to oversee workforce planning standards, governance, and monitoring. 
  • Provide strategic oversight for the development and implementation of long-term workforce planning aims, principles, and processes. 
  • Oversee short- and medium-term workforce planning activities, including vacancies, temporary promotions, probation, turnover, secondments, and contractor usage. 
  • Establish and maintain workforce planning guidelines, including application of frameworks such as the 4B’s model, succession planning, and skills management. 
  • Oversee engagement activity and workforce analytics to define and monitor key metrics (e.g. productivity, efficiency, employee lifecycle trends, and contingent labour use). 
  • Align workforce planning outputs with organisational priorities, value streams, and financial budgets. 
  • Lead organisational change initiatives related to workforce planning, working closely with culture, communications, and change teams. 
  • Identify, champion, and implement continuous improvements in workforce planning processes and approaches. 
  • Drive innovation in data visualisation, analytics, and reporting to enhance decision-making capability. 
  • Oversee integration and contextualisation of People Analytics outputs within the broader organisational strategy. 
  • Ensure workforce planning is embedded across organisational change, innovation, and transformation initiatives. 
  • Lead, coach, and develop the Workforce Planning team to deliver high performance. 
  • Collaborate closely with HR Systems & Data and People Analytics teams to ensure alignment, efficiency, and effective service delivery. 
  • Gather and interpret workforce data, providing clear direction to senior stakeholders and shaping processes from early-stage development. 
  • Engage regularly with stakeholders, including being present in the office as required (minimum one day per week). 

 

Essential:

  • Strong strategic thinking skills with the ability to translate insight into organisation-wide workforce planning strategies. 
  • Proven experience leading cross-departmental change within a complex organisation. 
  • Significant experience working at a senior level within the HR profession, particularly in workforce planning. 
  • Strong analytical capability, including advanced Excel skills and experience working with workforce data. 
  • Demonstrated ability to influence, negotiate, and challenge senior stakeholders, including handling difficult conversations. 
  • Experience managing complexity, ambiguity, and competing priorities effectively. 
  • Excellent written and verbal communication skills, with the ability to present complex data and processes clearly. 
  • Strong stakeholder management and collaboration skills, with experience working across multiple teams. 
  • Ability to work at pace and deliver high-quality outputs to tight deadlines. 
  • Strong business acumen and customer-focused mindset. 
  • Proven ability to develop and improve processes, including building approaches from early-stage development. 

 

Desirable:

  • Experience implementing workforce planning frameworks (e.g. 4B’s model, succession planning, skills management). 
  • Experience driving innovation in data visualisation, reporting, and analytics. 
  • Experience working closely with People Analytics and HR Systems teams. 
  • Experience leading or contributing to large-scale organisational transformation or change programmes. 
  • Coaching and mentoring experience, with a track record of developing high-performing teams.
