Description & Requirements

On behalf of ICS, we are looking for a Learning and Development Specialist - (Inside IR35) for a 3-month contract working on a hybrid basis and with an expectation of occasional flexible attendance in either the Cardiff, London, Salford offices


This role focuses on supporting the delivery of capability, training, and continuous improvement initiatives across DESNZ, DSIT, and ICS.


The role will:

  • Work with stakeholders across commercial, and the wider business areas within ICS, DESNZ and DSIT to coordinate learning and development opportunities.
  • Managing L&D requests and budgets for ICS and DESNZ commercial colleagues.
  • Support the design and delivery of training and capability-building activity for colleagues in the commercial profession.
  • Help identify areas for improvement in systems, processes, and tools, and support the implementation of solutions that make a real difference to colleagues.
  • Play an active role in supporting the team’s wider continuous improvement activities, including contributing to the annual Commercial Continuous Improvement and Assurance Framework (CCIAF) exercise, and supporting the Continuous Improvement Lead with the rollout of the new Continuous Improvement Strategy for ICS Commercial.
  • Lead on the annual Skills Matrix exercise, which is designed to map Commercial skills and identify skills gaps across commercial teams in ICS, DESNZ and DSIT.


As a Learning and Development Specialist - (Inside IR35), your main responsibilities will be:

  • Support the delivery of learning and development opportunities for commercial staff and colleagues outside of commercial who engage in commercial activity, across ICS, DESNZ and DSIT.
  • Coordinate capability-building programmes that meet the needs identified in the annual Skills Matrix exercise and align with the Commercial Directors strategies.
  • Maintain and improve the resources, tools, and guidance used by commercial colleagues, ensuring they are accessible and effective.
  • Support continuous improvement activity by gathering feedback, helping to map processes, and identifying ways to remove non-value-adding activity.
  • Contribute to the team’s CCIAF submissions, ensuring evidence of good practice and improvement is well-documented.
  • Work with colleagues to share best practice, lessons learned, and case studies across DESNZ, DSIT, and ICS.
  • Provide project support for improvement initiatives, ensuring actions are delivered to time and quality.
  • Build and maintain strong working relationships with a variety of stakeholders, including commercial, finance, legal, and policy colleagues.
  • Play an active role in supporting the Commercial Excellence team’s vision and values, creating a supportive and collaborative working environment.
