Description & Requirements

On behalf of the MOD, we are looking for a Organisation Design Specialist - (Inside IR35) for a 3 - month contract working on a hybrid basis and with an expectation of between 2/3 days per week in the Abbey Wood North, Bristol office

MOD has embarked on an ambitious journey to transform its Shared Services Operating Model as part of the Corporate Services Modernisation (CSM) Portfolio, a Pan-Defence portfolio which will reform how everyone in Defence does their day-to-day corporate activities, delivering the best user experience, better and faster data driven decision making and improved productivity, and efficiency from its shared services operations. The CSM portfolio is made up of multiple programmes including DefHRS, Journey 2Cloud and Shared Service Operating Model and ultimately aims at increasing the time and focus spent on front-line defence operations.


Corporate Services are critically important for the 250,000 people working across Defence to do their day-to-day jobs. For example, every time the department procures military equipment, personnel receive their monthly pay or request their vacation, they are using Corporate Services. As part of the wider government Shared Services Strategy, MOD has established the Corporate Services Modernisation (CSM) portfolio to drive Human Resources, Commercial and Finance policy, process, organisational, data and systems transformation. Our ambition is to revolutionise MOD corporate services to:

Improve the user experience by simplifying our policies and processes, providing easier and better interfaces to systems and self-service and making services more responsive and providing easy access to help.


Deliver better data driven decision making by introducing and fully exploiting the latest Oracle Enterprise Performance Management (EPM), Enterprise Resource Planning (ERP) and Human Capital Management (HCM) technology; improving visibility, accuracy and accessibility of management information across defence; and, using integrated data analytics and Artificial Intelligence (AI) to inform decision making.


Improve Productivity and Efficiency by automating transactional processes; expanding and improving MOD’s shared service centre operations; and reducing MOD’s overall corporate services spend to maximise our reinvestment into the front-line.


Defence Business Services (DBS) is one of the largest shared service organisations in Europe that provides a wide range of corporate services to over 1.2 million end users, including serving and past military and families, as well as MoD civil servants and industry. DBS delivers large scale administration and smaller specialist services to enable the wider MOD to focus on its core aims, maintaining the UK’s Defence and Security. Services include Human Resources, Pay, Veterans, Finance and Procurement.

The Role

Defence Business Services (DBS) has started to develop its Future Shared Services Operating Model (SSOM) to transform how it will look and operate in 2030 as Defence's Shared Service provider. This role offers an exciting and unique opportunity to support the organisational structure redesign exercise and implement a new structure which will align with CSM and Defence Reform, laying the foundations to create a high-performing growth culture and to achieve our transformation strategy, as articulated in our Corporate Plan


As a Organisation Design Specialist - (Inside IR35), your main responsibilities will be:

Organisation Design: The review, design and implementation of the organisational structure, culture, processes, and systems.   


Stakeholder Management: Holding and facilitating relationships with critical stakeholders, including Finance and HR Business Partners, Delivery Partners, and Trade Unions. 


Communication: Recognising the complexities, communicate the key messages in a simple, inclusive, and accessible way to stakeholders. Promoting honest discussions where there are differences of opinion, and recording feedback and mitigation actions required.


Trades Union Engagement: Responsible for Trades Union engagement, including formal consultation.


Skills Analysis and Decision Making:

  • Job analysis and developing job descriptions and person specifications, carrying out a job evaluation of all positions and identifying improvements, whilst aligning to specified Functions/Professions
  • Reviewing the skills and competencies of existing staff to match with the skills and competencies defined for each job in support of capability building, identifying and defining key skills and competencies required for each job as per the job description and person specification and maintaining the upskilling plan.
  • Supporting the Delivery Partner with the production of a proposed organisation structure and upskilling plan.


Change Management

  • Managing the change process from the current to new organisation and helping to communicate the change. This post is accountable for managing the risks associated with delivery and decision making at pace.
  • Supporting the use of new technology and encouraging a culture of learning to adapt to new ways of working, to provide services which maximise the benefits of technology and automation. 
  • Coaching leaders throughout the implementation and timely and efficient delivery of planned programme of change, through coaching style conversations and the provision of ad hoc advice.
  • This is a fast-paced programme of work.  The incumbent will be required to be adapt to changing priorities in support of the wider SSOM team

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks.  Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
