Description & Requirements

On behalf of the Ministry of Defence (MoD) we are looking for an Internal Communications Specialist (Inside IR35) for a 6 month contract based remotely (office attendance in Bristol as and when required will be expected)

The Role

We’re looking for an experienced Internal Communications Specialist to join a dynamic team supporting the Defence Office for Small Business Growth. Working alongside Civil Servants and Fixed Term Contractors, and in close partnership with the Project Manager and Business Change Manager, you’ll lead the development and delivery of a strategic internal communications plan that informs, engages, and inspires stakeholders across MOD.

This is a high-impact role requiring strategic thinking, creativity, and strong stakeholder engagement skills to ensure communications are inclusive, effective, and aligned with MOD values.

 

As an Internal Communications Specialist, your role responsibilities will be:

  • Develop and implement a clear, actionable internal communications strategy aligned with MOD objectives and standards.
  • Create engaging content and campaigns (e.g. newsletters, intranet updates, briefings) to inform staff about the Defence Office for Small Business Growth.
  • Build strong relationships with senior leaders, project teams, and stakeholders to support two-way communication and employee advocacy.
  • Use storytelling and case studies to highlight the role of SMEs in the defence supply chain.
  • Segment internal audiences and tailor messaging for maximum relevance and impact.
  • Leverage digital tools and platforms to reach dispersed and remote employees.
  • Monitor and evaluate communication effectiveness, using feedback to refine strategy.
  • Provide guidance and best practice to ensure communications are clear, consistent, and compliant with MOD standards.
  • Support change initiatives with transparent, sensitive communication.
  • Promote a culture of openness, integrity, and organisational pride.
  • Lead on the LTT update to MinDPI every two weeks.
  • Respond to briefing requests and stakeholder queries.
  • Review and adapt communication strategies based on effectiveness.
  • Support leadership with materials and follow-up actions for wider communications and governance.

 

Essential Criteria:

  • SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
  • Proven experience developing and delivering internal communications strategies in complex organisations or government departments.
  • Excellent written and verbal communication skills, with the ability to simplify complex information.
  • Strong stakeholder engagement and relationship-building skills, particularly with senior leaders.
  • Proficiency in using digital communication platforms (e.g. intranet, Teams, Yammer, SharePoint).
  • Skilled in tailoring and segmenting communications for diverse employee groups.
  • Evidence-based and outcome-focused approach to communications.
  • Experience supporting change management and employee engagement initiatives.

 

Essential Skills:

  • Internal Communication Strategy – Ability to design, deliver, and evaluate strategic communications plans.
  • Content Creation & Storytelling – Strong writing and storytelling skills to bring initiatives to life.
  • Stakeholder Engagement – Experience building productive relationships to support two-way communication.
  • Digital Communication Tools – Proficiency in using digital platforms and analytics to improve reach and impact.
  • Evaluation & Continuous Improvement – Skilled in analysing communication effectiveness and refining approaches.

 

Please be aware that this role can only be worked within the UK and not Overseas.
