On behalf of Vehicle Certification Agency, we are looking for an HR Operations Manager - (Inside IR35) for a 3-month contract working on a hybrid basis and with an expectation flexible attendance in the Bristol office
We are seeking a HR Operations Manager to join our HR team. The team is friendly, collaborative and delivery focused. You will be required to lead on a range of HR operational activities on a day-to-day basis, such as, payroll and reporting. The postholder will report to the Head of HR and will have line management responsibility for a HR administrator. The post forms an integral part of the HR team and assists in providing a comprehensive HR service to the VCA’s UK and overseas offices, supporting managers and staff on a range of general HR issues.

The Vehicle Certification Agency is the designated UK Vehicle Type Approval Authority and is an Executive agency of the Department for Transport with over 40 years’ experience supporting industry by providing internationally recognised testing and certification for vehicles, their systems, and components. The Agency headquarters are located in Bristol with further UK offices on the HORIBA MIRA proving ground in the Midlands, and on the UTAC-Millbrook Proving Ground in Bedfordshire.
As a HR Operations Manager - (Inside IR35), your main responsibilities will be:
- To advise on and monitor the development and implementation of the VCA’s strategy, policies, processes, and procedures in the following areas:
- Responsible for the completion of payroll reconciliation on a monthly basis, ensuring that any issues are raised and actioned with our shared service payroll provider.
- Provide support in the implementation of the new payroll (shared services) system.
- Responsible for the completion of monthly and annual reports for the agency, wider DfT department and other government bodies.
- Act as the HR lead for Corporate Affairs in completing freedom of information requests and Parliamentary Questions when these are requested.
- Support the VCA’s Internal Audit team in providing data when this is requested. Also acting as audit lead in relation to payroll requests.
- Provide support to the Head of HR for both internal and external audits.
- Lead on the management and development of the HR system, including developing strong working relationship with our third-party suppliers.
- Lead on pensions, including management of pension change projects, communications to employees and developing strong relationships with DfT pension leads.
- Provide Agency input into the scoping, development, implementation, and review of DfT group policies, building and maintaining a constructive relationship across the group. Create and maintain relationships with internal and external stakeholders.
- Attend pay and reward meetings and provide pay data to DfT and our third-party payroll provider in supporting the pay award.
- Line management and development of a HR Administrator.
- Supporting with the end-to-end recruitment for campaigns across the agency.
Essential
- Experience of working within a fast-paced HR environment, managing multiple workstreams, as a HR Manager or equivalent level.
- Experience managing an HR service and using HR systems
- Experience of working with HR management information, including report compiling and data returns.
- Experience of managing payroll reconciliation and benefits management
- Excellent IT skills, including word-processing, Excel, SharePoint, PowerPoint. With particular confidence in data formatting and manipulation within Excel.
- Stakeholder engagement experience
- Strong organisational skills.
Desirable
- Level 3 CIPD qualified or working towards this
- Public Sector experience
