Description & Requirements


On behalf of the MOD, we are looking for a Cost Estimator (Inside IR35) for a 12 month hybrid contract based in Bristol.


The successful candidate will have an expectation of x2 working days in the office per week and the remainder is working from home.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a Cost Estimator, your main responsibilities will be:


  • Lead the programme’s financial evidence base, ensuring cost models, forecasts and benefits are robust, auditable and aligned to delivery strategy
  • Build and maintain an integrated approvals cost model with clear assumptions, traceability and MOD/Treasury compliance
  • Develop forward demand models to forecast engineering service needs, volumes, delivery profiles and commercial options
  • Produce cost estimates across core task lines, including contingent labour, output‑based packages and outcome‑focused activities
  • Validate assumptions, test sensitivities and assess cost drivers and risk
  • Support benefits identification, costing and forecasting for SOC, OBC and FBC submissions
  • Partner closely with Programme, Commercial, Engineering, Benefits teams and MOD stakeholders to inform decisions and approvals



Essential:


  • Proven track record in complex programme cost modelling
  • Strong analytical and forecasting capability across large, multi‑workstream programmes
  • Experience leading cost models and pulling together inputs from multiple stakeholders
  • Confident working collaboratively to gather, challenge and validate modelling inputs
  • Clear and credible presenter of financial data to Programme Leads, approvers and assurance bodies
  • Experience quantifying and articulating benefits arising from cost models and forecasts
  • Monte Carlo modelling experience
  • Must be able to provide own laptop



Desirable:


  • Defence / MOD background (highly desirable)
