On behalf of Marine Management Organisation we are looking for a Web Content Manager (Inside IR35) for a contract up 25/03/27 on a hybrid basis (2 days per in Newcastle, Bristol, Preston or York – there are other MMO costal offices)
As a Web Content Designer your main responsibilities will be:
- Lead a structured programme to improve the quality and effectiveness of GOV.UK content across the organisation
- Conduct a comprehensive content audit and strategic assessment of existing GOV.UK content against user needs, GOV.UK standards, and accessibility requirements
- Produce an evidence-based report outlining findings, priorities, and a costed improvement roadmap for senior approval
- Develop and own a content improvement strategy addressing structural and navigational issues across the digital estate
- Design and optimise end-to-end user journeys to ensure diverse audiences can easily find, understand, and act on information
- Use analytics, user research, and GOV.UK best practice to inform content decisions and prioritisation
- Collaborate with internal digital teams to deliver agreed content improvements
- Design and implement a clear editorial model defining content ownership, review cycles, approval workflows, and publishing responsibilities
- ?Ensure editorial governance is clearly documented, understood, and sustainable beyond the life of the role
- Establish and embed content quality standards aligned to GOV.UK guidance and organisational needs
- Implement quality assurance processes and tools to maintain content accuracy, consistency, and accessibility over time
- Build internal capability by transferring knowledge, skills, and best practice to in-house teams
- Deliver training, coaching, and structured support to enable colleagues to independently manage and improve content
- Engage confidently with senior stakeholders, including Heads of Service and Directors, to influence content decisions and priorities
- Advise on the content implications of policy changes and communications activity
- Manage relationships with external partners such as Government Digital Service publishing teams where required
- Oversee delivery of the content improvement programme, ensuring it is completed on time and within scope
- Monitor progress against programme objectives and report updates to senior leadership
- Identify, manage, and mitigate risks, dependencies, and competing priorities across the programme
Essential:
- Content design expertise. Substantial experience of content design for GOV.UK or an equivalent large-scale public-sector digital platform. Able to demonstrate a deep understanding of GOV.UK content principles, the role of GDS standards, and how to apply user-centred design thinking to complex, multi-audience content.
- Proven ability to conduct structured content audits at scale, assess findings and translate them into a clear, prioritised improvement strategy. Experience of presenting audit findings and strategic recommendations to senior audiences and securing buy-in for a programme of change.
- Experience of designing and implementing editorial models, content governance frameworks or publishing workflows within a complex organisation.
- Track record of successfully upskilling colleagues less experienced, through training, coaching or the development of practical guidance materials.
- Able to work independently, setting their own priorities within agreed objectives and making sound judgements without close supervision. Comfortable navigating ambiguity and driving a programme of work forward in a complex organisational environment.
- Strong interpersonal and communication skills, with experience of building relationships and influencing at senior level.
- Working knowledge of web accessibility requirements (WCAG 2.1 or equivalent) and experience of applying plain language principles and inclusive content practices to public-facing digital content.
Desirable:
- Experience using the .GOV.UK CMS
- Experience of working on content that spans multiple policy areas or directorates
- Familiarity with web analytics tools (such as Google Analytics or equivalent) and the ability to use data to inform content decisions
- Experience of working within or alongside a government communications or digital team
- Understanding of GCS disciplines and the Modern Communications Operating Model (MCOM)
