Description & Requirements

On behalf of Vehicle Certification Agency, we are looking for a Commercial Manager - (Inside IR35) for a 4-month contract working on a hybrid basis and with an expectation of flexible 3 days attendance in the Bristol office


We are looking for a motivated and commercially minded individual to join the Vehicle Certification Agency (VCA) as a Senior Executive Officer (SEO) Commercial Officer. This is a key role in supporting the development of a new Commercial function within the agency, helping to shape how we deliver procurement and contract management in line with government standards.


You will work closely with colleagues across VCA and the Department for Transport (DfT) Commercial team to ensure procurement activity complies with the Public Contracts Regulations and internal policies. You will contribute to commercial reporting, governance, and contract management, helping to embed a value-for-money culture and support strategic commercial outcomes.


This role offers a unique opportunity to influence commercial delivery in a growing agency undergoing transformation, with scope to develop new processes and drive continuous improvement.


The Commercial team is part of the corporate services function at the Vehicles Certification Agency (VCA) and works alongside the Finance team. It provides specialist procurement and contract management advice across VCA, ensuring that all compliance with procurement regulations is met. The team leads on procurement activities and provides support with the ongoing management of contracts.


As a Commercial Manager - (Inside IR35), your main responsibilities will be:

  • Manage day-to-day procurement activities including tendering, purchase orders, and supplier onboarding.
  • Support the Commercial Lead in developing procurement strategies and market engagement plans.
  • Maintain procurement records and ensure audit trail integrity.
  • Assist in contract administration, including monitoring KPIs and supplier performance.
  • Develop and implement effective procurement exercises, including invitations to tender or negotiate, tender evaluation, tender feedback and contract award, while complying with applicable transparency obligations.
  • Liaise with internal stakeholders to understand business needs and translate them into commercial requirements.
  • Support commercial reporting, including Cabinet Office returns and spend analysis.
  • Managing the contract pipeline, management of data systems and records, facilitating activities in support of procurement activity.
  • Contribute to continuous improvement of commercial processes and systems.
  • Track risks relating to commercial contracts and perform the necessary actions to mitigate against the risks.
  • Improve commercial capability within our workforce, ensuring that colleagues have the confidence to work on commercial topics.


Essential:

  • Experience of Digital procurement within Public Sector using CCS frameworks
  • Experience of using Jaggaer
  • Experience of leading and ability to hit the ground running


Desirable:

  • CIPS/MCIPS
