Description & Requirements

On behalf of DVSA we are looking for a Commercial Category Manager x 3 (Inside IR35) for a 6 month contract (with possible extension) based remotely (office attendance will be expected if / when required at Swansea, Bristol, Birmingham or Nottingham)

 

As a Commercial Category Manager your main responsibilities will be: 

  • Take accountability for decisions within your area of responsibility, demonstrating sound judgment and expertise.
  • Support the Senior Category Manager and leadership team in embedding DVSA’s new Commercial Strategy and Category Management approach, delivering continuous improvements year on year.
  • Lead and support procurements across the full commercial lifecycle in line with Government Commercial Function (GCF) Sourcing Playbooks.
  • Provide expert advice on public procurement regulations and their impact throughout the procurement process.
  • Stay up to date with developments in public sector procurement relevant to your category and apply best practice.
  • Identify and escalate potential risks, including sustainability risks and opportunities, applying appropriate mitigation strategies.
  • Uphold standards to eliminate corruption, fraud, and unethical behaviour in supply chains, and take appropriate action when required.
  • Provide commercial guidance and advice to the business on your assigned sub-category.
  • Communicate effectively with strong presentation skills to influence stakeholders.
  • Drive a strong commercial focus and a compelling vision aligned with DVSA’s commercial strategy.
  • Use Management Information (MI) to support continuous improvement and inform commercial decision-making.
  • Collaborate with managers across DVSA to build a high-performing and respected Agency.
  • Support commercial activity across your category, ensuring alignment with strategy.
  • Actively contribute to the development of the commercial team in line with the Cabinet Office Commercial Skills and Competency Framework.
  • Build and maintain strong relationships with internal stakeholders, including business partners, to ensure commercial objectives are met.
  • Engage with external partners such as the Department for Transport (DfT), Crown Commercial Service (CCS), and other government departments.

 

Essential Criteria

  • Experience of the full commercial cycle, including:
    • Pre-competitive supplier engagement
    • Supplier selection
    • Tender evaluation
    • Contract award and ongoing contract management
  • Experience of public sector procurement, including:
    • Public Contract Regulations 2015
    • The Procurement Act 2023
    • Use of Crown Commercial Service frameworks and the Digital Marketplace

 

Desirable Criteria

  • Experience in category management within a complex organisation.
  • Knowledge of sustainability principles and risk management in procurement.
  • Familiarity with the Cabinet Office Commercial Skills and Competency Framework.
