Description & Requirements

On behalf of The Cabinet Office, we are looking for a Business Change and Communications Officer (Inside IR35) for a contract to March 2027 on a hybrid basis Manchester / Bristol 1-3 days per week, with 1 day per month in London. SC Clearance is essential.

The role:

This role sits within a transformation programme with the aim of both modernising and future-proofing the technology used within the Cabinet Office. We are seeking a motivated Business Change and Communications Officer to join our dynamic digital transformation team. We are looking for a proactive change communicator, familiar with PROSCI and the Government Communications Service standard, with an eye for detail and a willingness to support high-profile projects. 

 

As a Business Change and Communications Officer, your main responsibilities will be:

  • Draft, edit, and proofread high-quality communication materials, including briefings, newsletters, presentations, and website content, ensuring clarity, accessibility, and alignment with programme messaging.
  • Create accessible process guidance and user guides.
  • Support the planning and delivery of communication activities across different departments to ensure coordinated and effective messaging.
  • Assist in building and maintaining strong relationships with stakeholders across government departments and external organisations.
  • Support the organisation and delivery of internal events, such as Business Unit Engagement sessions, including logistical arrangements and material preparation.
  • Actively participate in drop-in and information sessions, providing information to colleagues and gathering feedback.
  • Help maintain communication schedules and stakeholder contact lists.
  • Undertake research and gather insights to inform communication approaches.

 

Essential: 

  • Active SC Clearance is essential for this role (recently lapsed may be considered)
  • Strong written and verbal communication skills, with a proven ability to convey information clearly and concisely to diverse audiences.
  • Experience in drafting engaging content for various communication channels (e.g., newsletters, intranet articles, presentations).
  • Ability to work effectively as part of a team, demonstrating strong interpersonal skills and a collaborative approach.
  • Proven organisational skills, with the ability to manage multiple tasks and prioritise effectively in a fast-paced environment.
  • A proactive approach to problem-solving and a willingness to learn and adapt.
      

Desirable:

  • Experience in supporting communications or engagement activities within a complex organisation.
  • Experience in working in digital change programmes.
  • Familiarity with digital communication tools and platforms.
  • Previous experience working in a government or public sector environment, particularly within technology or change programmes.
  • An understanding of basic principles of change management.
  • Experience writing process documentation.
