Description & Requirements


On behalf of the MOD, we are looking for a Project Manager (Inside IR35) on a 9 month contract which is a hybrid role so does require a minimum of 1 day a week in the Bristol site


The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.


The MOD is one of the biggest public procurement organisations in Europe and the single largest customer for UK industry. It currently manages approximately £20 billion of spend on capital investments in equipment and infrastructure every year. Over the next decade the MOD is committed to spending over £190 billion on equipment and support. The MOD’s customers include both the armed forces and national security agencies, and it has a diverse range of requirements, including military fighting vehicles, education services, nuclear submarines and facilities management.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Project Manager, your main responsibilities will be:


  • Develop and implement the Project Management Plan (PMP) for support solution contract acquisitions, ensuring alignment with MOD CAT A approval and Defence Acquisition Framework (DAF) requirements.
  • Lead the preparation and submission of SOC, OBC, and FBC documentation, ensuring compliance with MOD governance and financial approval processes.
  • Define and manage project scope, objectives, and deliverables specifically for support solution contracts, balancing multiple concurrent activities.
  • Develop and maintain detailed project schedules, managing key milestones and dependencies to ensure timely delivery.
  • Lead the development and refinement of User Requirements Documents (URDs) and System Requirements Documents (SRDs) to support contract acquisition.
  • Formulate and execute procurement strategies tailored to support solution contracts, ensuring value for money and adherence to MOD policies.


Essential Skills


  • Experience as a project manager in fast paced busy departments ideally within the public sector
  • Experience in approvals, OBC and FBC documentation
  • Experience in the formulating of budgets in relation to project management delivery
  • Experienced in managing schedules
  • Extensive stakeholder engagement at all levels across a busy department
  • Strong self starter with a proactive approach to all duties


Desirable Skills


  • Navy project management experience would be highly beneficial
  • Engineering Management exposure would be higly beneficial
  • Operations management experience within military would also be highly beneficial
