Description & Requirements

On behalf of the MOD, we are looking for a Product Manager (Inside IR35) for a 6 month contract based Remote with occasional need to attend the office based in Bristol as and when required.


This is an exciting opportunity to join the MOD’s Defence Office for Small Business Growth, supporting the Department’s strategic agenda to enhance SME participation in the UK defence supply chain.

In this pivotal role, you will shape MOD’s understanding of the digital capabilities required by the Defence Office, define the digital requirements, and work alongside suppliers to deliver a secure, user-centric digital presence. The initial focus will be on establishing a web platform that enables SMEs to:

•Access relevant resources and guidance

•Submit business details and challenges

•Be triaged to appropriate support channels

You’ll be part of a mixed team of Civil Servants and Contractors, working closely with a Project Manager and Change Manager. Together, you’ll map out the digital tools needed to support the Defence Office’s service offering from Initial Operating Capability (IOC) through to Full Operating Capability (FOC) and lead delivery of the IOC phase.

You’ll also manage supplier relationships, ensure alignment with government digital standards (security, accessibility, branding, data protection), and champion agile, user-centred design practices.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 

As a Product Manager your main responsibilities will be to:

  • Lead discovery and analysis of digital capability needs, translating stakeholder and user input into clear digital product specifications. Define and document digital requirements, with an initial focus on web presence.
  • Evaluate existing MOD systems (e.g. DASA’s Salesforce CRM) for potential reuse identifying opportunities to leverage existing tooling.
  • Engage MOD stakeholders, SMEs, and external partners to validate needs and secure buy-in for digital solutions.
  • Onboard and manage suppliers and technology partners to deliver high-quality digital solutions, ensuring alignment with MOD standards and timelines.
  • Oversee end-to-end delivery of IOC digital products, including planning, user-centred design, development, testing and launch.
  • Maintain a roadmap and progress map toward FOC, with clear milestones. Prioritise product backlog based on user feedback, analytics and business priorities.
  • Ensure compliance with MOD digital policies, standards, accessibility and data protection requirements collaborating with other stakeholders as needed.
  • Champion best practices in digital delivery and agile methodologies, driving continuous improvement and efficiency. Monitor product performance using data and user feedback to refine the experience and deliver measurable value. Prepare reports and presentations for MOD senior leadership, articulating vision, progress and impact.


Essential:

  • Proven experience as a Digital Product Manager, Product Owner or similar role in complex or government environments.
  • Track record of delivering digital products (especially web platforms) and managing supplier relationships.
  • Strong stakeholder engagement, influencing and communication skills.
  • Experience with agile and user-centred product development methodologies.
  • Ability to translate business needs into technical requirements
  • Knowledge of web governance (security, accessibility, data protection standards).
  • Proficiency with digital product management tools and platforms.


Essential Skills: 

  • Digital Requirement Gathering & Analysis: Ability to work with stakeholders and users to identify, analyse, and translate business needs into clear digital requirements.
  • Product Management & Roadmapping: Expertise in developing and managing product roadmaps and progress maps, setting clear milestones and prioritising features and deliverables.
  • Stakeholder Engagement: Strong communication and relationship-building skills with cross-functional teams, suppliers, senior leadership, and SME audiences.
  • Web & Digital Platform Management: Experience in delivering and improving web presence or digital platforms, ensuring compliance with government/MOD standards on security, accessibility, privacy, and branding.
  • Performance Measurement & Continuous Improvement: Ability to define, track, and analyse product metrics (KPIs), and to use data and feedback to drive continuous improvement.

Desirable:

  • Understanding of the defence sector, SME growth initiatives or government digital standards.
  • Experience working with cross-functional teams and external suppliers.
  • Relevant qualifications in Product Management, Digital Delivery or Programme/Project Management.
