On behalf of the MOD, we are looking for a Business Change Manager (Inside IR35) for a 6 month contract possible extension which is a hybrid role so requires up to 2 days a week in the Bristol office

This is an exciting opportunity to join the MOD’s Defence Office for Small Business Growth in support of the Department’s strategic agenda around small businesses in a direct response to Prime Ministerial direction given earlier in the year. In this pivotal role, you will ensure that new IT services that support the Defence Office for Small Business Growth are prepared for launch and operation as part of Initial Operating Capability (IOC). The Defence Office is responsible for enabling the effective participation and growth of Small and Medium-sized Enterprises (SMEs) within the UK defence supply chain, and ultimately, help to bolster UK economic growth.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Business Change Manager, your main responsibilities will be:


  • In partnership with the PM and Digital Content Manager, develop the change management plan that supports the journey to Initial Operating Capability. The plan needs to focus on how to deliver technological (contact centre and web presence) policy, cultural/ behavioral and structural (interfaces required to give the Office authority) change.
  • Deliver this plan, maintaining regular updates to the Project Manager
  • Work with stakeholders to ensure alignment and effective communications about the changes, this work will need to be done in partnership with the Communications Specialist.
  • Engage with the suppliers developing the digital presence to ensure shared understanding and alignment to project milestones, this will need to be done in partnership with the Project Manager and Digital Content Manager to ensure that the comms plan aligns and is kept on track.
  • Deliver concise updates for stakeholders
  • Promote collaboration and clear communication between the Defence Office for Small Business Growth, MOD teams, suppliers, and SME stakeholders.


Essential Skills


  • Experience working as a Project Change Manager, managing Project Change & Control in a complex programme environment, preferably in financial services sector.
  • Project Change Management and Control experience in an multi supplier outsourced model(s).
  • Experience and practical application of Project Change management and Control through the Project Management lifecycle stages.
  • Practical experience of using Project Change Management workflow tools.
  • Stakeholder engagement at all levels across the business
  • Strong self starter with a proactive approach to all duties


Desirable Skills


  • Principles of Change Management Foundation Certification or equivalent practical working experience
  • Formal qualification in Project Management - Prince 2, APMG certification or equivalent by prior experience.
