On behalf of the Health and Safety Executive (HSE), we are looking for a Marketing Communications Officer (Inside IR35) for a contract up to 31st March 2025 on a remote basis (with office attendance in Bootle, Liverpool between 1-3 times per month)

The Building Safety Act gained royal assent in 2022 following the Hackitt review of building safety in the wake of the Grenfell tragedy. The Act included measures to establish a Building Safety Regulator (BSR), which sits within HSE, that oversee structural and fire safety in high rise residential buildings, provides oversight of the whole built environment and builds capability within industry.
We concentrate effort on the most serious risks, targeting industries with the greatest hazards, and sectors with the worst risk management record. The role:
- Researching, writing and creating audience-led content as part of integrated multi-channel campaigns
- Media handling, monitoring, and reporting – including briefing for Ministers and other senior officials
- Lead on PR activity for multiple campaigns
- Responding to demand led enquiries
- Performance data analysis – including collection of campaign performance metrics, reporting and acting on insights, contributing to weekly dashboards
As a Marketing Communications Officer your main responsibilities will be:
- Managing and maintaining forward look content calendar for activity, including drafting and scheduling social activity, microsite and newsletter content
- Media handling (reactive and proactive), writing press releases, news reports, arranging interviews and developing responses to queries with the support of officials. Also lead on proactive PR plan – liaising with partners and media
- Liaison with external engagement and other parts of the comms team to ensure content and activity is integrated, consistent and complementary
- Ensure owned channel activity integrates with and compliments specific campaign strands including via paid and earned channels
- Work with Marketing manager to design and implement paid marketing activity and closely monitor performance, reporting up on learning/optimisation of budget
- Cross-programme liaison (eyes and ears across the organisation to feed into campaign planning and identify risks/issues/opportunities). Represent team at cross-branch planning meetings and contribute to briefings for Ministers and other senior officials
- Media handling (reactive and proactive), writing press releases, news reports, arranging interviews and developing responses to queries with the support of officials. Also lead on proactive PR plan – liaising with partners and media
- Data capture and analysis (using GA, Hootsuite, Brandwatch etc) to regularly report on performance of activity, insights and trends. Drawing conclusions and lessons learned to optimise activity
Essential:
- Excellent organisational skills, and an ability to deliver multiple projects on time and to a high standard, working at pace
- Strong written and verbal communication skills with the ability to write audience-led multi-channel content
- Proven ability to work both independently and as part of a team, demonstrating personal effectiveness skills, good time management and use of own initiative
- Good working knowledge of MS Office systems (Word, Excel, Outlook, PowerPoint).
- Good working knowledge of Office 365 (SharePoint, Planner and Teams)
- Good working knowledge of content management and analytics systems (e.g. Hootsuite, Google Analytics).
- Good understanding of the media landscape
- Ability to work collaboratively across multi-disciplinary teams, building effective working relationships
- Understanding of communications and campaign delivery and measurable outputs and outcomes
- Flexibility, including on occasion working out of regular core hours.
