Job summary

This is an exciting opportunity to join Homes England, the government’s national housing agency, at a transformational time for the housing sector. With a mission to accelerate the pace of housebuilding and address affordability challenges across the country, Homes England is expanding its investment and governance capabilities to support delivery at scale.

The creation of the National Housing Bank, a new National Public Financial Institution (PuFIn), introduces significant financial flexibilities to help drive the Government’s ambition to deliver 300,000 new homes each year. This is one of the most substantial developments in public housing investment in a generation.

As the statutory Company Secretary of the National Housing Bank Limited, a wholly owned subsidiary of Homes England, you will play a pivotal role in shaping the governance framework of this newly established organisation. Reporting to the Group Company Secretary and Assistant Director – Governance, you will be part of an experienced central governance team, providing high‑quality professional support to the Bank’s Board, Chair and Directors.

This is a unique opportunity to contribute to the foundations of a new national institution while influencing governance practices across the wider Homes England group.

Job description

As the statutory Company Secretary of the National Housing Bank Limited, you will:

  • Provide professional governance support to the National Housing Bank Board, Chair and Directors.
  • Personally support Board meetings and ensure effective, compliant governance processes are in place.
  • Act as Head of Subsidiary Company Governance, ensuring compliance requirements for Homes England’s wider subsidiary portfolio are met.
  • Play a leadership role in the central governance team, reporting to the Group Company Secretary and Assistant Director – Governance.
  • Support the National Housing Bank during its establishment and contribute to shaping governance practices across the Bank and the group.
  • Maintain a calm, professional approach while providing trusted, authoritative advice to senior Board members and executives.
  • Contribute to delivering a high‑performing, collaborative governance service across Homes England.
  • Adopt an innovative, solutions‑focused approach to governance delivery, continuously identifying opportunities for process improvement and increased effectiveness.

Homes England operates hybrid working, with colleagues spending approximately 50% of their time working from home and 50% in one of our offices across England.

We are looking for an experienced governance professional who can confidently operate at Board level and provide trusted, credible advice to senior leaders.

You will bring:

Essential skills and experience

  • Significant experience operating as a Company Secretary or senior governance professional.
  • Experience supporting senior Boards, Chairs and Directors in a complex organisation.
  • A relevant professional qualification (such as CGI) or equivalent experience.
  • Strong understanding of governance, compliance and company secretariat functions.
  • Experience managing multiple priorities and delivering high‑quality governance support.
  • The ability to build trusted relationships with senior stakeholders.
  • Strong leadership and team‑management skills.

Desirable experience

  • Experience supporting organisations involved in equity, guarantees or investment decision‑making.
  • Experience working within public sector or public financial institutions.
