On behalf of Crown Commercial Services, we are looking for a Programme Manager (Inside IR35) for a 6 month hybrid contract based in either Birmingham, Liverpool, Newport or Norwich.

As a Programme Manager, your main responsibilities will be:
- To review the current programme and projects, including scope, plan for delivery and project team structure.
- To review governance in place, ensuring that it aligns to the process of SDD including template format reporting cadence.
- Creating a full programme and projects structure plan demonstrating the key owners, Subject Matter Experts, Delivery Methodology and objectives.
- Full RAID management and facilitation of programme and project workshops, meetings and a key participant in project governance meetings.
- Exception reporting and mitigation plans.
- Creating a detailed plan of the various phases of the programme and projects with status insight delivered in strong reporting.
Essential:
- Experience implementing robust costs estimates and management, tracking spend against budget, and ensuring accurate forecasting,
- Experience in the formal definition and control of scope and deliverables.
- Experience in the development, management, and drafting process for Green Book-compliant Business Cases, including lifecycle/gating and support to benefits management.
- Proven experience delivering complex programmes within the public sector, demonstrating an ability to navigate government governance structures, stakeholder landscapes, and compliance requirements.
- Ability to work effectively in ambiguous environments, showing resilience, sound judgement, and the capability to bring clarity, structure, and direction when priorities or information are evolving.
