Description & Requirements

On behalf of DWP, we are looking for an Insights Lead for a 12 month contract (Inside IR35) based hybrid in Birmingham, Manchester, Newcastle, Leeds, Blackpool or Sheffield.


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As the UK’s biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. As such, we operate on a scale that is almost unmatched anywhere in Europe and most people in Britain come into contact with us at some point in their lives.

Working with DWP, you will be helping us to drive our priorities to:

  • Help people to move into work and support those already in work to progress, with the aim of increasing overall workforce participation
  • Help people to plan and save for later life, while providing a safety net for those who need it now
  • Provide effective, efficient, and innovative services to the millions of claimants who rely on us every day, including the most vulnerable in society
  • Improve experience of our services while maximising value for money for the taxpayer.


As a Insights Lead, your main responsibilities will be:

  • Lead collation of insight for the PIP service, developing a programme of analysis that utilises all available data sets, tools and techniques (including user research, operational data, social research, telephony insights etc).
  • Understand insight needs and help others to understand them too, so that collectively we can design a service to support those needs.
  • Design, develop and deliver end-to-end, evidence-based reports that support the PIP service in making decisions and providing the supporting evidence for decision making overtime.
  • Drive the communication of insights and stories around the analysis of the research & data being designed to senior stakeholders and management.
  • Demonstrate strong working knowledge of insight in practice as a recognised industry expert and help others to understand its value for both service users and in helping the Department to meet its business objectives.
  • Collaborate and manage stakeholder relationships with other analytical functions across PIP and wider in DWP to deliver shared outcomes.
  • Weigh evidence from various sources and involve wider teams to increase consensus and challenge assumptions.
  • Develop recommendations based on a variety of research outcomes, evaluate those outcomes to inform the product or service decision.


Technical Skills:

  • Research methods: Has a solid understanding of, or experience of applying, a wide range of qualitative and quantitative research methods in the context of user behaviour, digital services and/or government services.
  • Strategic Insight: Understands organisational goals and challenges. Can align research activities and outputs to inform delivery, policy and proposition. Has the ability to define the question or business problem at hand in order to create an analytical framework to explore it, and to identify and source the relevant data and evidence.
  • Analysis: Has strong data and analytics capability with experience of working in an analytical role. Able to analyse and accurately interpret data from various sources to make recommendations and support decisions.
  • Understanding Constraints: Can prioritise and mitigate constraints, and can turn them into an advantage. Is able to adapt the approach depending on the constraints.
  • Digital Perspective: Has the ability to apply a digital understanding to their work. Can help teams understand the ways that digital technology, including AI, is changing user behaviour, and the challenges and opportunities for design and delivery of government services.
  • Relationship Management: Has experience of working senior stakeholders. Can builds long term strategic relationships with different roles and teams and manages relationships effectively. Facilitates and delivers business outcomes by working with others.
  • Communicating & Influencing: Can communicate with others in a clear, honest and enthusiastic way in order to build trust. Explains complex issues in a way that is easy to understand. Has excellent written and verbal communication skills, including presenting data and evidence compellingly to non-technical audiences, incorporating data visualisation as appropriate; distilling complex research findings to provide engaging and actionable insight; and strong report writing skills.
