On behalf of The Government Property Agency, we are looking for a Health and Safety Manager for a 6 month contract based remotely but does Include occasional site visits which will be expensed


The Government Property Agency is an Executive Agency of the cabinet office. It is changing the way the Civil Service works and is at the forefront of Government's transformation agenda; reshaping the relationship civil servants have with their place of work. The Agency is central to the delivery of key Government policies including moving 22,000 Civil Service roles out of London by 2030 and tackling climate change by contributing to the Net Zero agenda. To do this we are delivering a major change programme across the UK and consolidating our portfolio in order to save £1.4 Bn over 10 years.


Provide advice to senior management on the implications of current and emerging health, safety and welfare legislation, including evaluating options, assisting in recommendations, and supporting to generate action plans. Ensure compliance across the department. Develop and implement the initial requirements for Health and Safety policies. Investigate the circumstances and causes of accidents and take necessary steps to prevent recurrence. Proactively issue guidance in order to promote Health and Safety awareness and compliance at all levels. Support line managers in reaching complex or high risk decisions on a case-by case basis by providing expert Health and Safety advice.


As a Health and Safety Manager, your main responsibilities will be:


  • Provision of on-site advice regarding specific Health, Safety matters to include incident and accident management.
  • Develop and manage the GPA Workplace Services Audit and Assurance Programme.
  • Support the Assurance Manager in developing robust statutory compliance reporting across our estate for quarterly client reporting.
  • Work with clients to develop their understanding of their own roles and responsibilities, ensuring no gaps.
  • Assist the FM Team in Managing on-site contractors and occupiers to develop accident and incident reduction strategies.
  • Client Focus – ability to interpret and understand business needs of clients in order to build positive relationships.
  • Team working – working collaboratively in a positive manner to build trust and rapport across the GPA
  • Conversant with IT systems and the ability to analyse Management Information to inform decision- making.
  • Practical experience in negotiation skills that have achieved positive outcomes.


Essential Skills


  • Experience across Health and safety which can be within Estates or Facilites Management
  • Experience of producing reports in a timely manner for all stakeholders
  • Extensive experience of building relationships with senior stakeholders both off and on site
  • NEBOSH or similar qualification
  • Experience of monitoring and working with contractors
  • Strong self starter with a flexible pro active approach
