On behalf of Homes England, we are looking for a Data Business Change Manager (Inside IR35) for a contract which runs to the end of January 2027 and is a hybrid role so requires occasional travel to either the Liverpool or Birmingham offices

We are seeking an experienced Business Change Manager with a proven track record of supporting complex change projects, including digital and data initiatives, in the public sector.
The Business Change Manager will lead the development and delivery of end-to-end business change and readiness activities for the programme’s data workstreams, aligned to Homes England’s Business Change Framework. They will ensure that colleagues are supported and prepared to adopt new ways of working. Working closely with programme colleagues and business stakeholders they will assess change impacts and translate programme plans and delivery outputs into clear, practical implications for affected teams and colleagues. They will use these insights to develop and deliver targeted business change plans, spanning stakeholder management, colleague communications and engagement, business readiness and transition planning, adoption approach and monitoring and benefits identification and tracking.
As a Data Business Change Manager, your main responsibilities will be:
- Change delivery: Create and maintain change plans, stakeholder analyses, impact assessments, readiness criteria, communications and training strategies to secure adoption and embedding of change.
- Stakeholder management: Identify and build relationships with key stakeholders across the programme and business. Understand their interests, concerns and level of influence, secure their active involvement in the change, and work with them to resolve issues, build alignment and support delivery.
- Business engagement and communication: Work with communications colleagues, leaders and managers to ensure messages are clear, timely and consistent, create opportunities for two-way engagement, and use feedback and insight to adapt the change approach. Identify, engage and enable business champions to support local communication, gather feedback, reinforce key messages and help colleagues adopt and embed new ways of working.
- Leadership enablement: Equip leaders and line managers with the information, messages and tools they need to lead their teams through change, address concerns and reinforce the behaviours and ways of working required.
- Business readiness and transition: Define and coordinate readiness and transition activities with programme and business stakeholders. Assess readiness, identify gaps and risks, and provide evidence-based recommendations to support implementation and go-live decisions. • Adoption and embedding: Define the approach to adoption, establish appropriate measures and monitor whether new processes, systems and ways of working are being used effectively. Identify barriers to adoption and work with programme and business colleagues to agree and implement corrective action, helping to embed change into day-to-day operations.
- Benefits identification and tracking: Support business owners and programme colleagues to identify intended benefits, the changes and adoption outcomes needed to realise them, and appropriate measures and baselines. Coordinate tracking and reporting, providing insight into progress and risks.
- Risk, issue and dependency management: Identify and actively manage business change risks, issues and dependencies, including those that span multiple workstreams. Escalate concerns appropriately and work with relevant colleagues to agree practical mitigations.
- Cross-programme alignment and collaboration: Work as part of the wider programme Business Change team to align plans, messaging, methods and delivery activity. Join the dots across related initiatives and help provide colleagues with a cohesive experience of change.
- Data and Digital Awareness: Good understanding of how data and digital tools support business processes and decision-making. Ability to translate technical or data-led change into clear business impacts and actions.
- Change capability and continuous improvement: Promote consistent application of the Business Change Framework, share learning and good practice, and contribute to improving change capability across the programme and wider organisation.
Essential Skills
- Significant demonstrable experience leading business change in a large, complex organisation, including experience working on digital or data initiatives (public sector experience preferred).
- Strong stakeholder engagement and influencing skills, with experience of working with senior leaders and holding business areas to account.
- Practical experience of readiness assessments, adoption planning, communications and training to embed change into BAU.
- Knowledge of digital and data tools and environments. • Excellent written and verbal communication skills; proven ability to produce clear business case and reporting material.
- Ability to manage competing priorities, work autonomously and provide pragmatic judgement in complex delivery settings. Key behavioural competencies
