Description & Requirements


On behalf of EANI, we are looking for a Project Manager x6 (Inside IR35)  for a 6 month contract based remotely but does Include office visits to either Armagh, Belfast or Ballymena.


EA was established on 1 April 2015 under the Education Act (Northern Ireland) 2014. EA is a non-departmental public body sponsored by the Department of Education (DE) and the Department for the Economy (DfE), responsible for ensuring that efficient and effective primary and secondary education and educational services are available to meet the needs of children and young people, and for ensuring the provision of efficient and effective youth services.


As a Project Manager, your main responsibilities will be:


  • To carry out the full range of professional services as a Project Manager on any projects as directed by the Head of Service and Locality Manager.
  • To act as Project Manager/ Project Sponsor/ Senior Responsible Owner on any projects as directed by the Head of Service and Locality Manager.
  • To co-ordinate and manage in-house technical teams and Clerk of Works and external managed services teams and contractors to ensure projects are completed to the required standard, on time and within the allocated budget.
  • To carry out the full range of professional duties of a Principal Designer under the Construction Design and Management Regulations (CDM) and advise and monitor the Locality staff on issues relating to the CDM Regulations.
  • Manage delivery of the Education Authority’s annual minor works programme, from RIBA Stage 0 (Strategic Definition) to Stage 7 (In Use), ensuring projects are delivered within the agreed cost and time parameters and in compliance with specification and statutory requirements.
  • Assisting with progressing capital projects through the Department of Education financial approvals system and negotiating with the Department of Education on cost allowances for each project.


Essential Skills


  • Experience for supervising a large number of highly qualified external consultants from within the construction industry i.e. Architects, Mechanical, Electrical and Structural Engineers, Quantity Surveyors, Clerk of Works, Principal Designers, Architectural Technicians, Students and Administrative Staff.
  • Stakeholder Engagement at all levels across the business
  • Experience across project management delivery which Includes Risk, Issues and dependencies
  • Assisting with selecting contractors, scrutinizing submitted tenders, assessing claims for payment and settling final accounts and claims;
  • Strong self starter with a flexible approach across all duties Including visiting different locations
