On behalf of the Ministry of Defence (MoD) we are looking for 4 no. Senior Commercial Officers (Inside IR35) for a contract up to March 2026 contract based remotely (with attendance in Andover (or other local hub) as and when required.
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks.

The role:
We’re seeking a proactive and skilled Senior Commercial Officers to join the Ministry of Defence’s Defence Infrastructure Organisation (DIO). In this pivotal role, you will hold commercial delegation authority to make contractual commitments on behalf of the MOD, ensuring all procurements deliver value for money, meet legal and ethical standards, and support departmental objectives.
You will play a key role in shaping robust procurement strategies, delivering complex projects, and supporting the MOD’s drive for efficiency, sustainability, and innovation within construction and infrastructure programmes.
As a Senior Commercial Officer your main responsibilities will be:
- Hold a Commercial Delegation and exercise contractual authority on behalf of the MOD, ensuring procurement activities are compliant, affordable, and deliver value for money.
- Develop and deliver robust procurement strategies for complex construction and infrastructure projects.
- Lead and contribute to the delivery of procurement programmes, ensuring they are completed on time, to budget, and to a high standard.
- Represent the Commercial Function effectively in meetings and working groups with customers, delivery teams, and key stakeholders.
- Ensure all projects and programmes comply with legal, regulatory, contractual, and ethical standards.
- Advance Government policies on sustainability, social value, and responsible procurement through all commercial activities.
- Support continuous improvement in commercial awareness and capability across the organisation, embedding best practice across the commercial lifecycle.
- Deliver measurable cost efficiencies and maintain an accurate category-level savings pipeline.
- Manage end-to-end category management processes, selecting appropriate routes to market for timely and effective procurement.
Essential:
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
- Proven experience in contract management, ideally within complex or regulated environments.
- Strong working knowledge of NEC3 or NEC4 contracts (NEC4 preferred).
- Demonstrable experience in sourcing and procurement lifecycle management.
- Excellent stakeholder management and communication skills, with the ability to influence at all levels.
- Strong analytical and commercial judgement skills, with a focus on achieving best value outcomes.
Desirable:
- MCIPS / CIPS qualification (or working towards).
- Experience within the construction or infrastructure sectors, particularly in public sector or large-scale project environments.
- Knowledge of public procurement regulations and category management best practices.
- Familiarity with MOD or other government procurement frameworks.
