Description & Requirements

On behalf of the MOD, we are looking for a Financial Controller (Inside IR35) for an initial 9 month contract based hybrid in Andover. This role requires an active SC clearance.

To do this the MOD has an annual budget of almost £53 billion and a workforce comprising 197,000 people. of which 54,000 are civilians working for the UK MOD.


The work really matters; the MOD offers a range of engaging roles which have a direct impact on the quality of services they provide, in many locations across the UK. We support teams working in HR, Primary Health Care, Corporate Services, and many others.


As a Financial Controller, your main responsibilities will be:


  • Monitoring and controlling operational and programme expenditure, ensuring alignment with approved budgets
  • Tracking spend and burn rate, identifying risks of over/underspend and investigating variances
  • Preparing and maintaining detailed financial forecasts, updating assumptions based on changing plans
  • Supporting annual budgeting, in-year revisions, and re-profiling activity
  • Managing cash flow forecasting to ensure sufficient funding coverage
  • Maintaining accurate financial ledgers, ensuring correct coding of transactions, accruals, and prepayments
  • Supporting reconciliations and ensuring integrity of financial data
  • Delivering month-end close activities, including profit & loss and balance sheet reporting
  • Producing accurate and timely financial reports for internal and statutory requirements
  • Developing financial models and carrying out scenario/sensitivity analysis to support decision-making
  • Providing financial insights and recommendations to stakeholders, including senior leadership
  • Ensuring compliance with public sector financial controls, governance, and audit requirements
  • Working closely with Finance Business Partners (FBPs), delivery teams, and procurement stakeholders


Essential:


  • Strong financial monitoring, expenditure control, and budget management skills
  • Proven experience producing forecasts, budgets, and cash flow reporting
  • Ability to analyse financial performance and clearly explain variances
  • Experience supporting month-end processes and financial reporting cycles
  • Strong attention to detail with experience maintaining accurate ledgers and reconciliations
  • Ability to present financial data clearly to a range of stakeholders
  • Experience monitoring large-scale programme spend
  • Strong analytical and problem-solving skills with a proactive approach
  • Comfortable working in fast-paced, complex environments
  • Advanced Excel skills for analysis and reporting


Desirable:


  • Previous Public Sector or MOD experience
  • Knowledge of government finance controls and spend frameworks (e.g. CPNF, spend control processes)
  • Experience working with large multi-project environments
