Description & Requirements

On behalf of UKIFS, we are looking for a HR Business Partner (Inside IR35) for a contract up to Feb 2027 on a hybrid basis (2-3 days in Abington)


As a HR Business Partner, your main responsibilities will be to:

  • Partner with Directors and senior leaders to develop and deliver people strategies aligned to organisational priorities and business objectives.
  • Act as a trusted advisor on workforce planning, talent management, succession planning, and organisational development.
  • Lead organisational design, restructuring, service redesign, and transformation initiatives to support the target operating model.
  • Support the mobilisation of industry partners and the onboarding and integration of seconded staff.
  • Provide expert HR advice and guidance on complex employee relations matters, including disciplinary, grievance, performance, conduct, and absence management cases.
  • Ensure organisational change and consultation processes are fair, transparent, legally compliant, and aligned to best practice.
  • Coach and support leaders and managers to strengthen people management capability, accountability, and decision-making confidence.
  • Develop, review, and implement HR policies and procedures in line with UK employment legislation and public sector governance requirements.
  • Build effective relationships with senior stakeholders, managers, HR colleagues, and external partners to influence organisational direction and outcomes.
  • Analyse workforce data, trends, and people metrics to inform strategic decision-making and continuous improvement initiatives.
  • Monitor employee engagement, wellbeing, absence, and retention indicators, implementing actions to improve organisational performance and employee experience.
  • Champion equality, diversity, inclusion, and wellbeing initiatives, promoting an inclusive, respectful, and values-led culture.
  • Contribute to governance, audit, reporting, and accountability frameworks to ensure compliance and effective risk management.
  • Support the delivery of transformation and cultural change programmes to improve organisational effectiveness and leadership capability.


Essential:

  • Significant experience operating as a Senior HR Business Partner or equivalent within a complex and regulated environment.
  • Strong knowledge and practical application of UK employment law and HR best practice.
  • Proven experience leading organisational change, restructuring, and transformation programmes.
  • Demonstrable experience managing complex employee relations cases and providing risk-based HR advice.
  • Strong stakeholder management skills with the ability to influence, challenge, and coach senior leaders effectively.
  • Experience supporting workforce planning, organisational design, and talent management initiatives.
  • Strong analytical and problem-solving skills, with the ability to use workforce data and insights to inform decision-making.
  • Experience developing and implementing HR policies, procedures, and governance frameworks.
  • Ability to build collaborative relationships across multidisciplinary teams and external stakeholders.
  • CIPD Level 7 qualified or able to demonstrate equivalent professional experience.
  • Excellent communication, negotiation, and interpersonal skills.
  • Demonstrated ability to operate effectively within fast-paced, evolving, and complex environments.


Desirable:

  • Experience working within an Arm’s Length Body, government organisation, or wider public sector environment.
  • Knowledge of public sector governance, accountability, and assurance frameworks.
  • Experience supporting large-scale transformation, mobilisation, or modernisation programmes.
  • Experience managing HR activity linked to secondments, partnership working, or TUPE-related environments.
  • Understanding of organisational culture change and leadership development approaches.
  • Experience contributing to wellbeing, inclusion, and employee engagement strategies.
  • Familiarity with HR metrics, reporting tools, and workforce planning methodologies.
  • Experience working collaboratively with Centres of Expertise such as Reward, Learning & Development, and Talent Acquisition.
