On behalf of Great British Energy, we are looking for a GBE Economic & Impact Analyst (InsideIR35) for a 6 Month Contract
Hybrid - 2 days per week in office & the rest WFH - Aberdeen or Edinburgh office.

We are looking for a diverse, driven, talented professional to join our analytical team.The successful candidate will play a key role in assessing investment opportunities for value for money and additionality across clean energy technologies, ensuring evidence-based decision-making is at the heart of GBE’s investment mandate, and enabling GBE to develop a portfolio that delivers against the organisation’s strategic objectives.
The successful candidate will be formally line managed by the DESNZ GBE Set-up Analysis team for the duration of the EOI, however they will be responsible for supporting the analytical needs of the Business Development team within GBE directly. For the duration of the EOI they will remain a civil service employee on their existing civil service terms and conditions. Once the EOI comes to an end GBE will recruit the role permanently.
The role would be most suitable for an economist, however we welcome applications from analysts belonging to other professions provided they can demonstrate sufficient experience and ability to conduct economic analyses.

As a GBE Economic & Impact Analyst, your main responsibilities will be:
- Working closely with the DESNZ set-up analytical team to develop an impact and additionality framework for how GBE appraises its investments and activities.
- Conducting economic appraisal of live investment opportunities, including playing a key role in due diligence and leading the assessment of each potential negotiation against the agreed/approved investment mandate/criteria.
- Preparing written value for money and additionality assessments, and providing analytical input to briefing notes and submissions to senior stakeholders, across a range of projects. For example, initial investments may be undertaken by DESNZ on GBE’s behalf, so the postholder will need to provide Accounting Officer advice to the Permanent Secretary and, in the longer term, to GBE’s CEO as AO duties transfer.
- Working closely with M&E leads to develop a monitoring, reporting, and evaluation framework which is high quality, innovative, and effective. This includes assessing the impact of GBE’s activity and investments after GBE funds a project to identify and implement learnings for future GBE activity and investments.
- Providing general economic and analytical expertise and advice to other teams in GBE; including setting and maintaining analytical standards, initially working to ensure GBE’s is robust to government’s standard as set out in the Green book, the Aqua book and the Magenta book, while also developing a set of standards by which the Company should operate.
Essential:
- Membership of the Government Economic Service, or membership of another Government Analytical Profession with ability to demonstrate the skills expected of an economist at Grade 7 level.
- Analytical skills: able to deliver high quality analysis and draw insight from a wide range of complex and uncertain data, analysis and evidence to influence strategic thinking and decision-making. Track record of using data and modelling to produce high quality quantitative analysis, ensuring robust quality assurance and analytical scrutiny of outputs. Able to solve problems and have a proactive, pragmatic, innovative and creative mindset in delivering analytical input.
- Collaboration and communication skills: proactive in engaging with others and building effective relationships to deliver quality outputs, confident in engaging with stakeholders including stakeholders outside of the civil service, and able to communicate complex information clearly and effectively to ensure your work has impact.
- Time management skills: forward thinking and able to manage a wide and varied workload, prioritise effectively, and deliver at pace.

Desirable:
- Experience of economic appraisal and financial modelling within the context of project level investment decision-making.
- Understanding of / experience of working on commercial matters and knowledge of corporate and/or project finance.
- Understanding of / experience of working on clean energy technologies, energy markets and wider energy policy landscape.
- VBA and other coding skills.
