On behalf of the Bank of England, we are looking for a Senior Finance Business Partner (Inside IR35) for a 6 months contract based in London 3 days a week in the office.

The Finance & Performance Directorate has three Divisions, Finance Business Partnering, Financial Reporting & Control, and Financial Planning and Analysis.
The Investment Portfolio Finance Business Partners work directly supporting the Location Strategy Programme team and report matrix within Finance Business Partnering Division.
Key outcomes for the team include strategic finance, management accounting, performance reporting, management information and business case appraisal.
As a Senior Finance Business Partner, your main responsibilities will be:
- This is a Finance Business Partner role, working within the Location Strategy project team responsible for analysing the cost base of the BoE building major refurbishment plans.
- The role will be primarily responsible for supporting the projects team to identify cost savings for the Bank’s property budget and establish a framework to effectively manage their finances
- A key role in providing effective financial management and control of the project costs
- You will be building partnerships and maintaining strong relationships with senior project and property management and their teams and be able to work and communicate at all levels in the organisation
- You will be creating financial models to analyse different scenarios to help the decision-making process in the respective Local Strategy Programme Board meeting
- You will be a trusted and credible advisor to the change project providing financial insight and contributing to decision making
- You will be working with these stakeholders to prepare and present monthly performance information, including but not limited to, financial business cases, quarterly forecasts and the annual budget
- You will need to ensure these forecasts and budgets have been developed from a sound basis and key assumptions have been tested and challenged
- You will provide analysis and deliver insight that links business strategies to the financial information and be able to deliver these insights in innovative and clear ways that are tailored to the audience
- You will be reviewing and challenging investment business cases, ensuring that they represent value for money and include sound financial planning assumptions
- You will be supporting ad-hoc financial and strategic projects as required, including process optimisation
Essential:
- Active SC clearance
- Qualified Finance Professional: Holds a recognised UK accounting qualification (or equivalent) with strong technical finance expertise.
- Broad Finance Leadership Experience: Significant experience across Business Planning & Analysis, Finance Business Partnering, and Financial Control.
- Change & Transformation Finance Partnering: Proven track record supporting change programmes, including cost management, financial modelling, and investment business case appraisal.
- Strong Stakeholder Management: Skilled at building relationships, influencing, challenging, and communicating effectively with stakeholders at all levels across the organisation.
- Commercial & Operational Insight: Experience partnering with central functions (e.g., Property Services), with an understanding of public sector financial environments, process optimisation, and system improvements.
- Advanced Analytical & Communication Skills: Strong Excel capability, excellent attention to detail, able to translate complex financial data into clear commercial recommendations for senior leaders, while managing multiple priorities independently in a fast-paced environment
Desirables:
- Experience in controlling property refurbishment projects.
