Description & Requirements

On behalf of Homes England, we are looking for a Digital and Data Capability Manager (Inside IR35) for a essentially remote contract to run up until the end of January 2027, with the occasional travel to either the London, Birmingham, Newcastle or Liverpool offices.

Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.


As a Digital and Data Capability Manager , your main responsibilities will be


  • Deliver Digital & Data Capability Programmes – Facilitate engaging training sessions, workshops and learning interventions that build digital and data skills in line with organisational capability frameworks.
  • Develop High-Quality Learning Resources – Create, maintain and continuously improve learning materials, guidance and digital content that are practical, accessible and user-focused.
  • Identify Skills Gaps and Capability Needs – Support capability assessments, gather stakeholder feedback and contribute to targeted development solutions that address business needs.
  • Engage and Collaborate with Stakeholders – Build strong relationships with business teams, Data Business Partners and project stakeholders to understand requirements and drive capability outcomes.
  • Support Change and Adoption Activities – Promote the successful adoption of new tools, processes and ways of working through training, guidance and partnership with change and communications teams.
  • Drive Continuous Improvement – Monitor training effectiveness, analyse feedback and insights, and enhance learning approaches and capability programmes to maximise impact and user engagement.



Essential:


Learning and Development-Experience delivering training or learning interventions.

Understanding of effective learning design principles.

Communication Skills-Strong written and verbal communication skills.

Confidence delivering sessions and engaging audiences.

Stakeholder Engagement-Ability to work collaboratively with stakeholders.

Experience supporting engagement and delivery.

Digital and Data Awareness-Awareness of data and digital tools and their application.

Understanding of how capability supports business outcomes.
