On behalf of Homes England, we are looking for a 2 x Lead Data Business Change Managers (Inside IR35) for a contract which is up to the end of January 2027 and is essentially a remote role but will require occasional travel to either the London, Birmingham, Newcastle of Liverpool offices

The Lead Data Business Change is responsible for leading the delivery and coordination of business change activities that support the successful implementation of data and digital initiatives across Homes England’s Integrated Change Programme (ICP).


The role ensures that data and digital change is effectively embedded within business processes, operational ways of working, and decision-making practices. This includes translating programme and delivery outputs into practical, sustainable changes that improve how colleagues access, understand, and use data in their day-to-day roles.


A key accountability of the role is ensuring that change is successfully adopted across business areas. The postholder will coordinate inputs from data business partnering, capability, and communications teams to ensure that change activity is aligned, user-focused, and delivers measurable outcomes.


Working closely with senior stakeholders, programme teams, and delivery partners, the role will ensure that business change is coherent, prioritised, and aligned to both ICP outcomes and wider organisational objectives.


As a Lead Data Business Change Manager, your main responsibilities will be:


  • Lead the delivery of business change activities supporting data and digital initiatives within the Integrated Change Programme (ICP).
  • Ensure that change activity is aligned to ICP priorities, timelines, and programme outcomes.
  • Be accountable for the successful adoption of data and digital change across business areas.
  • Ensure that new systems, processes, and ways of working are embedded into day-to-day operations.
  • Translate data and digital initiatives into practical changes within business processes and operational workflows.
  • Develop and oversee business change plans for data and digital initiatives, ensuring alignment with wider programme delivery.
  • Work closely with Heads of Service, senior managers, and operational teams to support readiness for change.
  • Act as a key point of contact for business stakeholders during change implementation.
  • Work with the Lead Digital and Data Capability to ensure that colleagues have the skills required to adopt new tools and processes.


Essential Skills


  • Significant experience leading business change in complex organisational environments.
  • Proven ability to translate strategic or programme-level change into practical implementation at an operational level.
  • Strong understanding of change management methodologies and approaches.
  • Experience engaging and influencing senior stakeholders across a wide range of business areas.
  • Good understanding of how data and digital tools support business processes and decision-making.
  • Experience working across multidisciplinary teams, including programme, change, capability, and communications functions.
  • Strong analytical skills with the ability to interpret data, feedback, and performance information.
  • Ability to identify issues and implement practical, effective solutions.
