Marine Management Organisation
On behalf of Marine Management Organisation (MMO), we are looking for a Product Manager (Inside IR35) for a 9 month (until end of March 2027) contract based in Newcastle (2-3 days per week on site).
Description:
As an MMO Product Manager, you’ll be user centric and focused on understanding holistic user needs (internal and external), alongside balancing business goals to enable you to quickly frame EU Re-set problems and priorities, and guide delivery teams. You’ll create, own, and manage the Fish Import Service (FIS) product vision and construct agreed outcomes, working with a variety of stakeholders and subject matter experts. You’ll use data, analytics, and user insight to identify opportunities to improve outcomes, introduce innovation, enhance benefits / user experience, and drive continuous improvement. You’ll be responsible for product quality and delivering against challenging release deadlines, managing a complex product which will transform fish import processes. Additionally, you may line manage, coach, and mentor Associate Product / Service Managers. Your leadership will ensure delivery aligns with business objectives.
As a Product Manager, your main responsibilities will be:
- Define and drive the product vision, roadmap, and release plans, ensuring alignment with business goals, user needs, and departmental priorities.
- Lead the full product lifecycle from discovery to live service, managing backlogs, prioritisation, testing, deployment, and continuous improvement.
- Champion user-centred design and digital inclusion, using research, analytics, and feedback to inform decisions and enhance service outcomes.
- Ensure products meet GDS standards, accessibility requirements (WCAG 2.2), security, and government technology best practices.
- Lead and develop multidisciplinary agile teams, suppliers, and service managers to deliver high-quality digital products and services.
- Build strong stakeholder relationships across government, partners, and user groups, providing assurance on delivery, supplier performance, value for money, and operational resilience.

- Strategic thinking: Balances policy, business, and user needs by leveraging data and maintaining a clear view of the wider organisational goals.
- Collaborative leadership: Values multidisciplinary teamwork, actively seeks diverse perspectives, and prioritises collaboration over hierarchy.
- Agile delivery expertise: Experienced in delivering technology projects using Agile methodologies and GDS standards.
- Transformation and adaptability: Skilled in leading large-scale corporate or government transformation programmes and thriving in fast-paced, changing environments.
- Influential communicator: Strong leadership and stakeholder management skills, able to engage senior audiences, translate complex technical concepts for non-technical stakeholders, and advocate for team and product needs throughout the product lifecycle.
